The City of Plymouth will accept public comments on the EAW for the proposed project. Comments must be submitted in writing by 4:30 p.m. Wednesday, Feb. 26, 2020. Submit comments via email to planning@plymouthmn.gov or by mail to: Community Development Plymouth City Hall 3400 Plymouth Blvd. Plymouth, MN 55447 An EAW helps identify whether a proposed project has the potential for significant adverse environmental effects warranting the need for an Environmental Impact Statement. The EAW may be viewed on the City of Plymouth website, plymouthmn.gov, and in-person during regular business hours at the Community Development Department at Plymouth City Hall, 3400 Plymouth Blvd. The Community Development Department’s regular business hours are as follows: • 8 a.m. to 4:30 p.m. Monday, Wednesday, Thursday, Friday • 8 a.m. to 6 p.m. Tuesday About the Proposed Project A 158.58-acre site east of Holly Lane, north of Old Rockford Road and south of Schmidt Lake Road, the proposal for redevelopment of the former Hollydale Golf Course site includes up to 319 single-family homes and dedication of roughly five acres of public park land. Planning Commission to Review EAW The Planning Commission will review the EAW at its regular meeting 7 p.m. Wednesday, Feb. 19 at Plymouth City Hall. SCREEBGRAB FROM GOOGLE MAPS By Patrick Rehkamp – Staff writer, Minneapolis / St. Paul Business Journal 4 hours ago A developer has plans for hundreds of homes on Plymouth's Hollydale Golf Course — but it faces a battle. The current plan calls for 319 single-family detached homes, each between 4,000 and 7,000 square feet. The price point is expected to be between $700,000 and $1.5 million, said Jake Walesch, who is buying the property with Dave Gonyea. Walesch is confident those price points will work. "We've sold 1,000 lots in [the area] in the past 10 years." Page 13 However, nearby residents — who have opposed development of the course since Hollydale's owners decided to sell the property last fall — are increasing their efforts to thwart the project. A group, dubbed Preserve the Hollydale Greenspace, says it's raised roughly $10,000 to do its own traffic and environmental study and pass out flyers to residents. The group is also considering running candidates against city council incumbents if the housing proposal is approved. Preserve the Hollydale Greenspace wants the city to buy the course and have a third party operate it if need be. "Once you destroy 160 acres you can't get that back," said Paul Hillen, an organizer for Preserve the Hollydale Greenpace. "We only have one 18-hole public golf course in Plymouth." If the city tried to buy the site, the cost could easily top $20 million, based on prices of undeveloped land in Plymouth. It's not known what Walesch and Gonyea are paying. The neighborhood group argues that the city could afford that, pointing to a $52 million expansion of a community recreation center. Plymouth City Manager Dave Callister said the comparison isn't accurate, noting that the community center will be paid for at least partially with debt. "I don't see any support for [buying the course]," he said. "Maybe one council member said we should look at it. I don't know that it's even feasible." Callister said city officials don't have an official position on rezoning the property for housing. The soonest approval could happen is mid-March. Walesch said he and his partner are holding community meetings to get feedback. "We plan on continuing the conversation to establish a baseline of facts and accurate information as it relates to the development," he said. Page 14
