R ESOLUTION R ECEIVING P RELIMINARY E NGINEERING R EPORT, O RDERING P REPARATION
OF P LANS AND S PECIFICATIONS, AND C ALLING FOR A P UBLIC H EARING FOR THE
2020 M ILL AND O VERLAY P ROJECT (ST209002)
WHEREAS, pursuant to a resolution of the City Council adopted January 14, 2020, a report has
been prepared with reference to the recommended project area including the streets north of CP rail,
south of Schmidt Lake Road, west of Garland Court, and east of Peony Lane as well as West Medicine

Lake Drive from CSAH 61 to State Highway 55 and 12 Avenue east of West Medicine Lake Drive; and
WHEREAS, the proposed improvement includes the mill and overlay of streets, replacement of
concrete curb and gutter, water repairs, sewer repairs, and all necessary appurtenances; and
WHEREAS, said report is being received by the Council on January 14, 2020; and
WHEREAS, the report provides information regarding whether the proposed project is necessary,
cost effective, and feasible; whether it should best be made as proposed or in connection with some
other improvement; the estimated cost of the improvement as recommended; and a description of the
methodology used to calculate individual assessments for affected parcels.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Council will consider the improvement of such streets in accordance with the report and
the assessment of abutting and adjacent property within the designated 2020 Mill and
Overlay Project (ST209002) for all or a portion of the cost of the improvement pursuant to
Minnesota Statutes 429.011 to 429.111 (Laws 1953, Chapter 398, as amended) at an
estimated total cost of the improvement of $1,399,055.07.
2. A public hearing shall be held on such proposed improvement on the 24th day of March,
2020, in the Council Chambers of the Plymouth City Center at 3400 Plymouth Boulevard at
7:00 p.m., and the City Clerk shall give mailed and published notice of such hearing and
improvements as required by law.
3. The Plymouth Engineering Department is designated as engineer for the improvement. They
shall prepare plans and specifications for the making of such improvement.
