HomeMy WebLinkAboutCity Council Minutes 11-27-2018Adopted Minutes Regular City Council Meeting November 27, 2018 Mayor Slavik called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on November 27, 2018. COUNCIL PRESENT: Mayor Slavik, Councilmembers Willis, Carroll, Johnson, Wosje, Davis, Prom. COUNCIL ABSENT: None. STAFF PRESENT: City Manager Callister, Public Safety Director Goldstein, Parks and Recreation Director Evans, Community Development Director Juetten, Housing Manager Barnes, Public Works Director Thompson, and City Clerk Engdahl. Plymouth Forum There was no one present to address the Council. Presentations and Public Information Announcements (4.01) Oaths of Office to Firefighters Francisco Fischer, James Sharpe, Marc Elbin, Mark Milner, Paul Kammann, Ryan Darley, Tad Allard, and Wyatt Rousu City Clerk Engdahl administered the oaths of office to firefighters Fischer, Sharpe, Elbin, Milner, Kammann, Darley, Allard, and Rousu. Approval of AP enda Motion was made by Councilmember Prom, and seconded by Councilmember Carroll, to gpprove the a eg nda. With all members voting in favor, the motion carried. Consent Agenda Motion was made by Councilmember Willis, and seconded by Councilmember Prom, to adopt the Consent Agenda that included the followingitems: tems: (6.01) Council Meeting minutes from Special and Regular Meetings of November 13, 2018. Adopted Minutes Page 1 of 3 Regular Meeting of November 27, 2018 (6.02) Resolution Approving Disbursements ending November 17, 2018 (Res2018-352). (6.03) Resolution Approving Police Ordered Vehicle Towing and Impound Contract (Res2018- 353). (6.04) Resolution Approving Regular City Council Meeting Schedule for 2019 (Res2018-354). (6.05) Resolution Accepting Donations from the Plymouth Rotary and the Plymouth Lions (Res2018-355). (6.06) Resolution Adopting Fair Housing Policy (Res2018-356). With all members voting in favor, the motion carried. Public Hearines (7.01) Public Hearing on Modification to Tax Increment Finance District 7-7 Housing Manager Barnes presented this item to the Council and noted the resolution was revised to add clarifying language regarding projects taken on by the City or the HRA. Mayor Slavik opened the public hearing. Mayor Slavik closed the public hearing. Motion was made by Councilmember Willis, and seconded by Councilmember Johnson, to adopt a Resolution Adopting Modification to the Development Projram for Development District No. 7 and Adopting a Modification to the Tax Increment Financing Plan for Tax Increment Financing District No. 7-7 Therein(Res2018-357). With all members voting in favor, the motion carried. General Business There were no general business items. Reports and Staff Recommendations There were no reports and staff recommendations. Adopted Minutes Page 2 of 3 Regular Meeting of November 27, 2018 Adjournment Mayor Slavik adjourned the regular meeting at 7:22 p.m. The Council then conducted a quarterly City Manager's update in the Parkers Lake Room that began at 7:30 p.m. Mayor Slavik, Councilmembers Johnson, Prom, Willis, Carroll, Wosje, and Davis, and City Manager Callister were present at this meeting.
