Item: O’Brien Property
1. ACTION REQUESTED:
Provide direction to staff on next steps for the former O’Brien Property at 5335 Vicksburg Lane.
2. BACKGROUND:
In 2015 the City purchased the O’Brien property for Vicksburg Lane right-of-way and construction
purposes. With the completion of the Vicksburg Lane construction project, the City now has a remnant
parcel that is available for use. The remnant parcel is 4.26 acres in size and has an upland size of 3.17
acres (this removes approximately 0.2 acres that would be Vicksburg Lane right-of-way). Although
there are a number of options for this property, below are four that could be considered:
1) Do nothing and maintain the property as natural open space. This would require minor final
grading of the site and planting native vegetation, a trail connection from the terminus of 52nd Place
N, installation of a permanent cul-de-sac and removal of existing temporary cul-de-sac.
2) Prepare a Request for Proposal for all, or part, of the property and ask builder/developers to submit
proposals. The proposals, at a minimum would include purchase price, layout, finished house
values and timing.
3) Hire a consultant to prepare a preliminary plat, process the preliminary plat and market the
preliminary plat to builders. The chosen builder would then complete the final plat and
improvements.
4) Hire a consultant to prepare a preliminary, final plat, and construction plans, process the plat, hire a
contractor to complete the improvements and sell finished lots to one or more builders.
Attached are three concepts plans showing the maximum number of lots that could be developed. Any
combination of plans could be considered or the number of lots could be reduced if the property is
developed.
3. BUDGET IMPACT:
The property was purchased as part of the Vicksburg Lane construction project for $750,000. Each
option would result in a different dollar amount received. Staff would propose that if any money is
received from the sale/development that it be placed in the street reconstruction fund.
