WHEREAS, Adsit Architecture and Planning has requested approval of a site plan to allow
construction of an approximately 10,800 square foot multi-tenant commercial building for the property
presently legally described as follows:
The West 260 Feet of Lot 2, Block 2, Plymouth Hills, Except the North 180 Feet Thereof,
Hennepin County, Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does approve the request by Adsit Architecture and Planning for
a site plan for a new commercial building, subject to the following conditions:
1. A site plan is approved to allow construction of an approximately 10,800 square foot multi-
tenant commercial building and related site improvements, in accordance with the plans
received by the city on August 10, 2018, and September 13, 2018, except as amended by this
resolution.
2. A separate grading permit is required prior to the grading of the site.
3. A separate building permit is required prior to commencement of the project.
4. Prior to issuance of any permits, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable
city code, zoning ordinance, and engineering guidelines:
a. Execute a site improvement performance agreement and submit the financial guarantees
and fees pursuant to section 21045.10 of the zoning ordinance.
b. Obtain any required permits from the Bassett Creek watershed district and NPDES.
c. Obtain city approval of final construction plans.
d. Provide required stormwater information.
e. Submit executed cross access easements for ingress/egress, utilities, parking and
maintenance of the property.
f. Submit fire flow calculations as reviewed and approved by the fire inspector.
g. Revise the plans as follows:

i. On the landscape plan, include at least 11 overstory or overstory equivalent trees and
show where the new trees are to be added pursuant to section 21130 of the zoning
ordinance.
ii. On the site plan, show an area for off-street parking of bicycles.
iii. On the lighting plan, identify the lumens per square-foot of hardscape and provide
fixture details pursuant to section 21105 of the zoning ordinance related to exterior
lighting.
iv. Include additional architectural materials on the south side of the building to establish
four sided architecture, including, but not limited to wrapping the fiber cement wall
panels and adding more variety on the east side of the south elevation.
v. Any utilities, meters, electrical boxes, etc., shall not be located on the Vicksburg Lane
side of the building (west elevation).
vi. Except for the sidewalk connection from Vicksburg Lane and footings and stairs near
the northwest corner of the property, relocate retaining walls and sidewalks from any
drainage and utility easements.
vii. Indicate the post indicator valve and the fire department connection in a location
approved by the fire inspector.
viii. Add the city’s fire lane sign detail.
ix. Add an approved solenoid valve to the plans.
x. Add stairs on the northwest side of the building from the proposed sidewalk along
the building to the existing sidewalk along Vicksburg Lane.
5. The current number of parking spaces is calculated based upon a shopping center, which is a
mixture of uses. However, should a restaurant use require a higher parking demand or if
the needs of the property owner change, the applicant shall expand parking on the site if
parking shortages occur. Any parking expansion shall be reviewed by a separate application
and all parking dimensions, setbacks, curb and gutter and other related requirements shall
apply.
6. Fire lane signage shall be provided in locations to be field identified by the fire inspector.
7. Standard Conditions:
a. Silt fence shall be installed prior to any construction on the site.
b. No trees may be planted in the public right-of-way.
c. Any visible mechanical equipment shall be painted or screened to match the building
consistent with section 21130.05 of the zoning ordinance.
d. Retaining walls over four feet require issuance of a building permit and a minimum three-
foot fence installed on top.
e. Any signage shall receive separate sign permits and comply with section 21155 of the
zoning ordinance.
f. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
g. The site plan shall expire one year after the date of approval, unless the property owner
or applicant has started the project, or unless the applicant, with the consent of the
property owner, has received prior approval from the city to extend the expiration date

for up to one additional year, as regulated under section 21045.09, of the zoning
ordinance.
