HomeMy WebLinkAboutCity Council Resolution 2018-317 C ITY OF P LYMOUTH R ESOLUTION N O. 2018-317 R ESOLUTION A PPROVING THE P LANS AND S PECIFICATIONS, O RDERING THE A DVERTISEMENT FOR B IDS AND ENTER INTO A C OOPERATIVE A GREEMENT WITH THE E LM C REEK W ATERSHED M ANAGEMENT C OMMISSION FOR THE E LM C REEK S TREAM R ESTORATION (18011) WHEREAS, plans and specifications have been prepared by the City of Plymouth Engineering Department for the Elm Creek Stream Restoration Project in the City of Plymouth and said plans and specifications have been presented to the City Council for approval; and WHEREAS, the Elm Creek Watershed Management Commission has agreed to fund twenty-five percent of the final cost of the project, but not more than $212,500, and it will be paid by the Commission from proceeds received from Hennepin County pursuant to Minnesota Statutes, Section 103B.251, Subd. 6, and the Commission’s Joint Powers Agreement; and WHEREAS, a Cooperative Agreement has been prepared by the Elm Creek Watershed Management Commission in reference to the Elm Creek Stream Restoration Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. Such plans and specifications, a copy of which is on file in the City Engineer’s office and made a part hereof, are approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in Quest CDN an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, shall specify the work to be done, shall state that bids will be received by the City Clerk until 10:00 a.m. on Thursday October 18, 2018, at which time they will be publicly opened in the City Council Chambers of the Plymouth City Center building at 3400 Plymouth Boulevard, Plymouth, Minnesota, by the Engineer and City Clerk, will then be tabulated, and will be considered by the council at 7:00 p.m. on November 13, 2018, in the City Council Chambers. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the City Council on the issue of responsibility. No bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five percent of the amount of such bid. 3. The Cooperative Agreement with the Elm Creek Watershed Management Commission is approved and the Mayor and City Manager are authorized to execute the agreement on the City’s behalf. APPROVED by the City Council on this 25th day of September, 2018.
