1. ACTION REQUESTED:
Provide feedback to staff on the proposed Drone policy and projected utilization of Unmanned Aerial
Systems in Plymouth city operations.
2. BACKGROUND:
Staff has been increasingly interested in the ways that incorporating Unmanned Aerial Systems (UAS)
into City operations can provide more cost effective and streamlined services. UAV technology
emerged over the last decade or so, and agencies began widely adopting drones for use in operations
around 2016.
A number of potential uses for UAV’s within the City of Plymouth have been identified. They include the
following:
o Public Safety/ Emergency Management: Search and rescue of missing persons, scene size-up of large scale
scenes including fires, vehicle crashes, specialty unit emergency operations, surveying large properties for
pre-plan fire response with owner’s permission, and surveying storm damage. Safely surveying HazMat
scenes such as a train derailment, water rescues (missing boaters), and managing large crowd events are
also a possibility.
o Communications: Obtain video and still images that would help promote and market city services,
programs, events, and the City itself. Economic development videos such as the ones that the City has
already hired an independent contractor to help showcase The Hilde Performance Center enhancements,
the Northwest Greenway and the Vicksburg Lane project.
o Engineering/Water Resources: Conduct effective erosion inspections of large projects or through rough
terrain. Pond and wetland inspections, specifically getting overviews of streams or larger wetland
complexes and identifying issues in those areas without having to walk through tough, wet terrain.
Inspecting areas of the City that are cut off by fences or other items that prevent easy access. Documenting
stream restoration projects (before and after) as well as documenting road construction projects.

o Parks and Recreation: Survey park development land logistics, aerial inspections of park land and open
spaces, special event logistics such as pedestrian and vehicle traffic review. Another identified use of a UAV
would be park damage assessments in terms of emergency management and the creation of promotional
footage of park properties and amenities.
The attached policy outlines the general expectations for UAS use. The drones will be housed within the IT
Division and available for use for all City departments.
3. BUDGET IMPACT:
If the Council is supportive of including UAV’s in operations, staff will solicit quotes for specific units.
After meeting with two vendors, staff anticipates buying a low cost training unit, a mid-size unit with
camera for daytime operations, and a higher end unit equipped with FLIR (Forward Looking Infrared
Radiometer) cameras and a longer battery life, at an estimated cost of $30,000.

Purpose
This policy is intended to establish guidelines for the use of unmanned aerial systems, including retrieval
and dissemination of images and data captured by the UAS.
Definition
An unmanned aerial system is an unmanned aircraft of any type that is capable of sustaining flight,
whether remotely controlled or preprogrammed and all the supporting or attached hardware designed
for gathering information through photography, video recording or any other means. UAVs are also
commonly referred to unmanned aerial vehicles (UAV) or drones.
Policy
It is the policy of the City of Plymouth to utilize UAV to enhance the city’s ability to provide city services
in the most cost and time efficient manner. Applications for UAV span the breadth of the city’s
operations. Any application of the UAS will be in accordance with Federal, State and City laws, to include
constitutional privacy rights, search and seizure regulations and Federal Aviation Administration (FAA)
regulations.
Privacy Considerations
Personnel operating an UAV shall be mindful of privacy rights and absent a warrant or exigent
circumstances shall not intentionally record or transmit images in any location where a person would
have a reasonable expectation of privacy (e.g., inside house, fenced yard, enclosed area only visible from
an elevated position). Operators and observers will take reasonable precautions to avoid inadvertently
recording or transmitting images in violation of privacy rights.
Authorized Uses
The equipment shall be housed in the IT Division and used across city. This policy identifies likely
projects and tasks that UAV will be used for it but is not comprehensive.
Communications: Obtain video and still images that would help promote and market city services,
programs, events, and the City itself.
Engineering/ Water Resources: Conduct field inspections, document construction projects, and create
demonstration videos.
Parks and Recreation: Surveying park development land logistics, aerial inspections of park land and
open spaces, special event logistics such as pedestrian and vehicle traffic review, park damage
assessments following major weather events, and the creation of promotional footage of park
properties and amenities.

Public Safety: The UAS may be to conduct crimes scene and collision scene documentation. A UAV may
be deployed in an effort to protect officers from unnecessary exposure to danger and minimize the risk
of injury to bystanders, officers and suspects, and enhance the likelihood of bringing peaceful
resolutions to potentially deadly incidents and to locate missing persons or objects.
Prohibited Uses
The UAV shall not be used for the following:
• To conduct random surveillance activities
• To target a person based solely on individual characteristics, such as, but not limited to race,
ethnicity, national origin, religion, disability, gender or sexual orientation
• To harass, intimidate or discriminate against any individual or group
• To conduct personal business of any type
Authorized Operators
Only personnel who have successfully completed the required training shall be permitted to operate the
UAV.
Retention of UAS Data
Each authorized UAV operator will maintain a flight log. Operators will log the date, flight time and
locations of all UAV deployments. They will also note as applicable, case number, incident type,
automated flight or manual flight, and whether photo images or video were captured during the flight.
Data collected by the UAS not being used for an ongoing project or related to an active criminal
investigation will be retained for 60 days prior to disposal. Photographs and video collected by the UAV
shall be retained in accordance with State of Minnesota Data Practices and City of Plymouth Records
Retention Schedules.
Program Coordinator
The City Manager has designated the IT Manager to serve as the program coordinator. The program
coordinator will be responsible for the management of the UAS program. The program coordinator will
be responsible for:
• Ensuring that policies and procedures conform to current laws, regulations and best practices.
• Establishing a training standard for operators that meets FAA requirements
• Maintaining and updating the Certificate of Authorization (COA)with the FAA, should the City
elect to apply for a COA
• Overseeing procurement and maintenance of UAV equipment
• Review of UAV deployments to ensure compliance with policies and operating procedures
• Conducting audits of flights logs semiannually
• Retention of Data
Changes to this Policy will be approved by the City Manager.

414.1 PURPOSE AND SCOPE
The purpose of this policy is to establish guidelines for the use of an unmanned aerial system
(UAS) and for the storage, retrieval and dissemination of images and data captured by the UAS.
414.1.1 DEFINITIONS
Definitions related to this policy include:
Unmanned Aerial System (UAS) - An unmanned aircraft of any type that is capable of
sustaining directed flight, whether preprogrammed or remotely controlled (commonly
referred to as an unmanned aerial vehicle (UAV)), and all of the supporting or attached
systems designed for gathering information through imaging, recording or any other
means.
414.2 POLICY
Unmanned aerial systems may be utilized to enhance the office’s mission of protecting lives and
property when other means and resources are not available or are less effective. Any use of a
UAS will be in strict accordance with constitutional and privacy rights and Federal Aviation
Administration (FAA) regulations and this policy.
414.3 PRIVACY
The use of the UAS potentially involves privacy considerations. Absent a warrant or exigent
circumstances, operators and observers shall adhere to FAA altitude regulations and shall not
intentionally record or transmit images of any location where a person would have a reasonable
expectation of privacy (e.g., residence, yard, enclosure). Operators and observers shall take
reasonable precautions to avoid inadvertently recording or transmitting images of areas where
there is a reasonable expectation of privacy. Reasonable precautions can include, for example,
deactivating or turning imaging devices away from such areas or persons during UAS
operations.
414.4 AUTHORIZED USE OF UAS
The Office will utilize the UAS for purposes of search and rescue and training.

Only authorized operators who have completed the required training shall be permitted to
operate the UAS.
Use of vision enhancement technology (e.g., thermal and other imaging equipment not generally
available to the public) is permissible in viewing areas only where there is no protectable privacy
interest or when in compliance with a search warrant or court order. In all other instances, legal
counsel should be consulted.
UAS operations should only be conducted during daylight hours and a UAS should not be flown
over populated areas without FAA approval.
414.5 PROHIBITED USE OF UAS
The UAS video surveillance equipment shall not be used:
x To conduct random surveillance activities.
x To target a person based solely on individual characteristics, such as, but not limited to
race, ethnicity, national origin, religion, disability, gender or sexual orientation.
x To harass, intimidate or discriminate against any individual or group.
x To conduct personal business of any type.
414.6 PROGRAM COORDINATOR
The Sheriff will appoint a program coordinator who will be responsible for the management of
the UAS program. The program coordinator will ensure that policies and procedures conform to
current laws, regulations and best practices and shall not implement use of the UAS until the
following requirements have been satisfied:
x Developing protocols to ensure that all data intended to be used as evidence are
accessed, maintained, stored and retrieved in a manner that ensures its integrity as
evidence, including strict adherence to chain of custody requirements. Electronic trails,
including encryption, authenticity certificates and date and time stamping, shall be used
as appropriate to preserve individual rights and to ensure the authenticity and
maintenance of a secure evidentiary chain of custody.
x Coordinating the FAA Certificate of Waiver or Authorization (COA) application process
and ensuring that the COA is current.
x Ensuring that all authorized operators and required observers have completed all
required FAA and office-approved training in the operation, applicable laws, policies and
procedures regarding use of the UAS.
x Developing uniform protocol for submission and evaluation of requests to deploy a UAS,
including urgent requests made during ongoing or emerging incidents. Deployment of a
UAS shall require written authorization of the Chief Deputy or the authorized designee.

x Developing an operational protocol governing the deployment and operation of a UAS
including, but not limited to, safety oversight, use of visual observers, establishment of
lost link procedures and secure communication with air traffic control facilities.
x Developing a protocol for fully documenting all missions.
x Developing a UAS inspection, maintenance and record-keeping protocol to ensure
continuing airworthiness of a UAS, up to and including its overhaul or life limits.
x Developing protocols that ensure retention and purge periods are maintained in
accordance with established records retention schedules.
x Facilitating law enforcement access to images and data captured by the UAS.
x Recommending program enhancements, particularly regarding safety and information
security.
x Ensuring that established protocols are followed by monitoring and providing periodic
reports on the program to the Sheriff.
414.7 RETENTION OF UAS DATA
Data collected by the UAS not related to an active criminal investigation must be destroyed no
later than 30 days from collection.
Digital logs of aircraft mission profiles will be retained pursuant to FAA guidelines.
