Location: East of I-94, west of Fernbrook Lane, Maple Grove. Description: Stabilize and restore approx. 11,000 feet of Rush Creek stream bank. Cost: Estimated project cost is $1,650,000, with $1,575,000 borne by the City of Maple Grove and other sources. The ECWMC proposes to fund a matching $75,000 by certifying this cost to Hennepin County for collection with the county ad valorem tax levy. Project 2018-02: Elm Creek Stream Restoration Reach D. Location: Between Peony Lane and Highway 55, Plymouth. Description: Stabilize and restore 3,850 feet of stream bank. Cost: Estimated project cost is $850,000, with $637,500 borne by the City of Plymouth and other sources. The ECWMC proposes to fund a matching $212,500 by certifying this cost to Hennepin County for collection with the county ad valorem tax levy. Project 2018-03: Elm Creek Stream Restoration Phase III. Location: Directly upstream of Mill Pond, Champlin. Description: Restore streambank and aquatic habitat on 2,287 LF of streambank. Cost: Estimated project cost is $400,000, with $300,000 borne by City of Champlin and other sources. The ECWMC proposes to fund a matching $100,000 by certifying this cost to Hennepin County for collection with the county ad valorem tax levy. Project 2018-04: Downs Road Trail Rain Gardens Location: Directly upstream of Mill Pond, Champlin. Description: Construct rain gardens and other BMPs for areas tributary to Mill Pond and Elm Creek, include in Elm Creek Mill Pond Education Program. Cost: Estimated project cost is $300,000, with $225,000 borne by City of Champlin and other sources. The ECWMC proposes to fund a matching $75,000 by certifying this cost to Hennepin County for collection with the county ad valorem tax levy. The Commission proposes to proceed under the authority granted by MN Statutes, Sec. 103B.251 to certify its share of the project cost to Hennepin County for payment by a tax levy on all taxable property located within the Elm Creek watershed. The watershed includes all or portions of the cities of Champlin, Corcoran, Dayton, Maple Grove, Medina, Plymouth, and Rogers. Maps of the watershed are available at the respective city halls or at www.elmcreekwatershed.org. Persons who desire to be heard with reference to the proposed improvement will be heard at this meeting. Photo and interview opportunities will be available. When: 4:30 p.m. Tuesday, Aug. 28. Where: Northwest side of the Plymouth Public Safety Building, 3400 Plymouth Blvd. Contact: Life Scout Sam Lieberman, 612-816-7925 or samlieberman2021@gmail.com. Background: Life Scout Sam Lieberman, 16, has partnered with the Plymouth Police Department to install a memorial honoring police K9s as part of his Eagle Scout project. Lieberman has raised $6,500 through public donations, as well as contributions from community organizations such as the Lions Club of Plymouth and Wayzata. Featured in the memorial is a 4.5-foot-tall bronze statue of a German shepherd with a colored concrete base, surrounded by paver stones. The 15-by-13 foot memorial is installed on the northwest side of the Plymouth Public Safety Building. A memorial plaque will also be included. Plymouth residents and community members are encouraged to wear comfortable shoes and bring a water bottle for Trail Talks. Participants will meet out on the trails for a leisurely walk and talk, featuring a special guest from the community. Series Schedule Upcoming Trail Talks events will be held 6-7 p.m. the following Tuesdays:  Sept. 11 – Plymouth Creek Center Special guest: Doctor of physical therapy  Sept. 25 – Lake Camelot, 14105 County Road 47 Participants should meet on the south side of the park. A group purchasing program for residential and commercial property owners, Solar Twin Cities helps solar investors achieve lower installation costs. Event attendees may also sign up for free solar site assessments from solar installer TruNorth Solar.
