Plymouth uses app to improve communications between
law enforcement and people with mental illness, disabilities
Plymouth, Minn. – Plymouth police officers will begin using a new smartphone app later this month as a
way to improve interactions between law enforcement and people living with visible and invisible
conditions, such as a mental illness or disability.
The Vitals app provides police officers and first responders with real-time, critical information about
vulnerable individuals, including diagnoses, personalized de-escalation techniques, behavior triggers and
more.
How it Works
A voluntary, opt-in program, individuals or caregivers register for Vitals online and supply relevant
information. Vitals developed the app-based service in partnership with the Autism Society of
Minnesota and partners with PACER Center and The Arc Minnesota to raise awareness and promote use
of the app.
Once a digital profile has been created for a person, he or she wears a beacon – which can be a
keychain, necklace, RFID card, bracelet or an Android phone. When a beacon comes within 80 feet of an
officer or first responder equipped with the service, the officer receives a notification about the person’s
diagnosis and how to best interact with him or her.
“The Vitals app can help provide context for behavior so that we can better understand how to handle
situations,” said Plymouth Police Captain Michael Reed. “It’ll be especially helpful for residents who are
unable to communicate clearly at times due to invisible conditions, such as dementia, post-traumatic
stress, autism, diabetes or seizure disorders.”
“We believe that thousands of people with various mental health conditions or developmental
disabilities will benefit from Vitals,” said Stan Alleyne, Vitals chief of communications and partnerships.
He said the company has received feedback from around the state about how the app is helping to
improve interactions with police officers.

City, Rotary offer additional free CPR/AED training this fall
Plymouth, Minn. – Free CPR and AED training courses are available to the Plymouth community this fall,
thanks to a partnership between the Plymouth Public Safety Department and Rotary Club of Plymouth.
The one-hour Heart Safe Plymouth training sessions are open to teenagers and adults who are
interested in learning to help save lives.
Participants learn hands-only CPR, which teaches chest compressions without mouth-to-mouth breaths,
as well as the use of an Automated External Defibrillator (AED). AED devices detect disturbances in the
rhythm of a heartbeat and are able to treat them through defibrillation, allowing the heart to re-
establish an effective rhythm.
Registration is required. Due to the popularity of the training sessions and limited space, early
registration is encouraged.
Wednesday Evening CPR/AED Trainings
Training sessions are set for 7-8 p.m. the following Wednesdays on the second floor of the Plymouth
Public Safety Building, 3400 Plymouth Blvd., adjacent to City Hall.

Heart Safe Plymouth Background
The City of Plymouth was designated a Heart Safe Community in 2013 by the American Heart
Association. The program recognizes efforts by individual communities to improve their system for
preventing deaths caused by sudden cardiac arrest.

According to the AHA, 70 percent of out-of-hospital cardiac arrests happen in homes – and only about
46% of people who experience an out-of-hospital cardiac arrest get the immediate help that they need
before professional first responders arrive.
Rotary Club of Plymouth began holding free CPR and AED training sessions in 2012 and has helped train
more than 5,200 Plymouth residents and businesspeople. Sponsors include Heart Safe communities
through AHA, Minnesota Department of Health and Allina Health.

Pie Day, book sale fundraiser set for Aug. 22
Plymouth, Minn. – The Plymouth Senior Program will hold its annual Pie Day and Book Sale Fundraiser
11 a.m. to 2:30 p.m. Wednesday, Aug. 22 at the Plymouth Creek Center.
Slices of freshly baked apple, cherry, strawberry-rhubarb, cream pies and more will be served, along
with a scoop of ice cream. Cost is $5 per slice.
The event includes a used book sale, as well as cards made by the Plymouth Handycrafters.
Money raised through the fundraiser helps support senior programming in Plymouth, including guest
speakers, veteran and senior events, and an annual party celebrating local seniors ages 90 and older.

Book Donations Accepted
The Plymouth Senior Program accepts donations of paperback books for the sale. To participate, bring
books to the Plymouth Creek Center Aug. 13-17.
