R ESOLUTION A PPROVING A S ITE P LAN A MENDMENT AND C ONDITIONAL U SE P ERMIT FOR
S TUDIO M A RCHITECTS FOR A B UILDING A DDITION, T RASH E NCLOSURE, AND P ARKING
E XPANSION AT 220 C ARLSON P ARKWAY (2018031)
WHEREAS, Studio M Architects has requested approval of a site plan amendment and conditional
use permit to allow construction of a 2,800 square foot building addition, trash enclosure and parking
expansion on the property presently legally described as follows:

LOT 1, BLOCK 1, CARLSON CENTER 12 ADDITION, HENNEPIN COUNTY, MINNESOTA.
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve the request by Studio M Architects for a site plan
amendment and conditional use permit for a 2,800 square foot building addition, trash enclosure and
parking expansion, subject to the following conditions:
1. A site plan amendment is approved to allow construction of a roughly 2,800 square foot building
addition, trash and recycling enclosure/wood storage area and related site improvements, in
accordance with the application and plans received by the city on April 20, 2018 and additional
information received May 14, 2018, and June 28, 2018, except as amended by this resolution.
2. A conditional use permit is approved to allow an expansion of a non-conforming structure 11 feet
from the south property line where 15 feet is required, in accordance with the application and plans
received by the city on April 20, 2018 and additional information received May 14, 2018, and June
28, 2018, except as amended by this resolution.
3. The conditional use permit is approved with the finding that all applicable conditional use permit
standards are met.
4. A separate building permit for both demolition of the existing structure and construction of the new
structure is required prior to commencement of the project.
5. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable City
code, zoning ordinance, and engineering guidelines:

a. Execute a site improvement performance agreement and submit a financial guarantee pursuant
to section 21045.10 of the zoning ordinance.
b. Obtain any required permits from the watershed district.
c. Obtain approval of the stormwater plans.
d. Obtain City approval of final construction plans.
e. Revise the plans to include at least eight new overstory trees.
6. Silt fence shall be installed prior to any construction on the site.
7. The following conditions are required in order to meet fire code requirements:
1. All areas of the proposed addition and existing building shall be protected by an approved
fire sprinkler system.
2. The width of the fire lane shall not be reduced from the current width as a result of the
project.
3. Fire lane signage shall be provided in locations to be field identified by the fire inspector.
8. Standard Conditions:
a. No trees may be planted in the public right-of-way.
b. Any rooftop equipment shall be painted or screened to match the building.
c. Any exterior lighting shall comply with section 21105 of the zoning ordinance and shall receive
electrical permits.
d. Any signage shall comply with section 21155 of the zoning ordinance and shall receive sign
permits if required.
e. Compliance with City’s landscaping regulations.
f. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
g. The site plan shall expire one year after the date of approval, unless the property owner or
applicant has started the project, or unless the applicant, with the consent of the property
owner, has received prior approval from the City to extend the expiration date for up to one
additional year, as regulated under sections 21045.09 and 21015.07, respectively, of the zoning
ordinance.
