PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY
May 24, 2018

1. CALL TO ORDER
Chair Soderberg called the Plymouth Housing and Redevelopment Authority meeting to
order at 7:00 p.m.
2. CONSENT AGENDA
A. Approve the HRA Meeting Minutes for April 24, 2018
B. Plymouth Towne Square. Accept the monthly housing report.
C. Vicksburg Crossing. Accept the monthly housing report.
MOTION by Commissioner Kulaszewicz, seconded by Commissioner Plec, to approve
the consent agenda. Vote. 4 Ayes. MOTION passed unanimously.
3. NEW BUSINESS
A. Project-Based Units – Request For Proposals. Award six project-based units for
the Sand Development, LLC project and ten project-based units for the Beacon Interfaith
project and authorize executive of HUD-52531-A – Agreement to Enter into Housing
Assistance Payment Contract for new construction once approved by Housing and Urban
Development (HUD).
Support Services Manager Whalen gave an overview of the staff report.
Chair Soderberg asked of the 210 vouchers we currently have how many are project-
based.
Support Services Manager Whalen state we have 210 vouchers and 15 mainstream
vouchers. Of the 210 vouchers we can allocate 20% (42) for project-based vouchers.

Currently we have 20 project-based units in Plymouth at Stone Creek, Vicksburg
Commons, and Westview Estates.
Chair Soderberg asked how many tenant-based vouchers Plymouth has.
Support Services Manager Whalen stated we have 225 tenant-based vouchers and of
those, 20 are project-based.
Chair Soderberg asked if we have any unused vouchers.
Support Services Manager Whalen answered no. If the board approves the new project-
based vouchers, once someone gives up their voucher it will not be reissued immediately
to someone else. They will be held back to use for the new project-based vouchers when
the buildings are ready for occupancy.
Commissioner Kulaszewicz asked for confirmation that new vouchers are not being
issued.
Support Services Manager Whalen replied affirmatively. New vouchers are not being
issued; they are simply being converted to project-based vouchers. They must come from
the original allocation of the 210 vouchers.
Chair Soderberg asked if the number of vouchers ever change.
Support Services Manager Whalen answered no. Only if new vouchers are applied for.
Most of the time mainstream vouchers are available for the near-elderly and disabled.
Very rarely are vouchers available with no restrictions.
Commissioner Kulaszewicz asked if the HRA was just being asked for an approval.
Support Services Manager Whalen answered yes. No money is being asked for; the
funding comes from HUD. The approval is to convert 16 vouchers to project-based
vouchers.
Rev. Amber Ingalsbe, Associate Pastor for St. Barnabas Lutheran Church gave her
support for the proposal. She thanked the City of Plymouth for their great experience
working together towards a common goal. She said they are very excited to welcome 44
families to Cranberry Ridge of which ten families will hold project-based vouchers,
providing them a stable living environment that research shows, benefits them in all areas
of their lives.
Commissioner Kulaszewicz asked if the recipients of the project-based vouchers would
be Plymouth residents.

Support Services Manager Whalen stated the project-based vouchers are filled through
Plymouth’s wait list.
Commissioner Kulaszewicz asked if they will stay project-based vouchers forever.
Support Services Manager Whalen stated both Beacon Interfaith and Sand Development
will be asked to enter into a twenty year contract that can be amended to continue the
contract every 20 years thereafter, to keep the project-based vouchers tied to the buildings
in Plymouth. The advantage of project-based vouchers is that affordable housing will stay
in Plymouth and we can provide that assistance to our residents.
HRA Manager Barnes noted by the HRA board approving the project-based vouchers it
will significantly help both projects find additional funding.
MOTION by Commissioner Huddleston, seconded by Commissioner Plec, to approve
the application by Sand Development, LLC for six project-based units for Element and
Beacon Interfaith for ten project-based units for Cranberry Ridge. It is further
recommended that once the HRA receives approval from HUD Field Office for the
project-based units, they authorize the Executive Director to execute the HUD-52531-A,
Agreement to Enter into Housing Assistance Contract for New Construction with Sand
Development, LLC and Beacon Interfaith and any other required documentation on
behalf of the Plymouth HRA. Vote. 4 Ayes. MOTION passed unanimously.
B. Beacon Interfaith Housing Collaborative. Consider financial assistance for the
Cranberry Ridge development.
HRA Manager Barnes gave an overview of the staff report.
Commissioner Kulaszewicz asked about the HRA general reserve $400,000 shortfall
coming for one of our buildings that we anticipated using reserve funds.
HRA Manager Barnes stated that has been accounted for through the 2018 budget.
Commissioner Kulaszewicz asked about the waiver of $527,000 of city fees, park
dedication, etc. and if we are loaning them the money to pay the city fees.
HRA Manager Barnes answered some the money may pay for city fees. Funds must be
evaluated for restrictions to determine how those fund can be used. It is always the hope
that HRA money goes into hard costs but often time it is not feasible. The developer
ultimately determines how the funds will be allocated.
Commissioner Plec clarified that the letter from Beacon to HRA Manager Barnes asked
for $527,000 in either city fees or deferred loans; we are giving them a deferred loan.

Chair Soderberg added at the joint meeting with the City Council the board had
anticipated something like this in the long term budget modeling.
MOTION by Commissioner Plec, seconded by Commissioner Huddleston, to adopt the
attached resolution to provide financial assistance to Beacon Interfaith Housing
Collaborative Cranberry Ridge project in the amount of $527,000. Vote. 4 Ayes.
MOTION passed unanimously.
4. ADJOURNMENT
MOTION by Chair Soderberg, with no objection, to adjourn the meeting at 7:21 P.M.
