R ESOLUTION N O. 2018-243
R ESOLUTION A WARDING THE C ONTRACT AND A PPROVE S UPPLEMENTAL A GREEMENT FOR
THE F ERNBROOK L ANE M ILL AND O VERLAY (ST189002.001) AND
S CHMIDT L AKE R OAD AT I-494 E XPANSION P ROJECTS (ST180003)
WHEREAS, pursuant to an advertisement for bids for the Fernbrook Lane Mill
and Overlay and Schmidt Lake Road Expansion at I-494 Projects, bids were received,
opened and tabulated according to State law, and the following bids were received
complying with the advertisement:

WHEREAS, it appears that CS McCrossan, from Maple Grove, Minnesota, is the
lowest responsible bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to CS
McCrossan Construction from Maple Grove, Minnesota; and
WHEREAS, the City has an existing contract with Kimley-Horn and Associates,
Inc. for professional engineering services; and
WHEREAS, staff believes it to be in the best interest of the City to amend
Kimley-Horn’s scope to include additional design, material testing, construction staking,
inspection, and administration services at an additional cost of $152,300.00.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA:
1. The appropriate City Officials are authorized and directed to enter into the
contract with CS McCrossan Construction out of Maple Grove, MN, in the
name of the City of Plymouth for the Fernbrook Lane Mill and Overlay and
Schmidt Lake Road at I-494 Expansion Projects according to the plans and
specifications therefore approved by the City Council and on file in the
office of the City Engineer in the amount of $2,551,648.45.
2. The Supplemental Agreement for Professional Engineering Services with
Kimley-Horn and Associates, Inc. is approved to include additional design
and construction services at an additional cost of $152,300.00.
3. The project would be funded from the following sources: assessments in the
amount of $75,724.78, the MSA Fund in the amount of $2,922,173.67, and
Three Rivers Parks District in the amount of $110,000.00.
