Amended tobacco ordinance takes effect July 1
Plymouth, Minn. – Plymouth City Council has amended the city’s tobacco ordinance to prohibit the sale
of tobacco-related products to persons younger than age 21, effective Sunday, July 1.
The ordinance requires all businesses licensed to sell tobacco to post signage that details the legal sale
age and age verification requirement information.
The purpose of the ordinance is to prevent young people from starting to smoke or using tobacco-
related products, as they have been shown to cause serious health problems which ultimately place a
financial burden on all levels of government.
The ordinance regulates the sale of tobacco, tobacco-related products, tobacco-related devices, and
nicotine or lobelia delivery devices.
The ordinance will be enforced, as it was prior to the amendment, through compliance checks
administered by the Plymouth Police Department. The ordinance also outlines fees and penalties
associated with violations.

Plymouth offers free fun with Entertainment in the Parks series
Plymouth, Minn. – Free concerts, theater, water ski shows and other performances are set for Plymouth
this summer as part of the city’s annual Entertainment in the Parks series.
July performances will be held at the following locations:
•Parkers Lake Park, 15205 County Road 6
•Plymouth Creek Center’s Black Box Theatre, 14800 34th Ave N.
•Hilde Performance Center, which includes the Hilde Small Stage and Hilde Amphitheatre, 3500
Plymouth Blvd.
Upcoming July events are as follows:
•7 p.m. Tuesday, July 17 – Water Ski Show featuring Shockwaves, Parkers Lake Park
•7 p.m. Thursday, July 19 – Flute Cocktail, Hilde Amphitheatre
•7 p.m. Friday, July 20 – Prairie Fire Theatre Production: “A Midsummer Night’s Dream,” Hilde
Amphitheatre
•2 p.m. Saturday, July 21 – Prairie Fire Theatre Production: “A Midsummer Night’s Dream,” Hilde
Amphitheatre
•7 p.m. Tuesday, July 24 – Pair of 7, Hilde Small Stage

Space is limited for the July 27 Annette Fragale Magic Show – and registration is required. To register,

The events are free and open to the public.

Item Description:
Neg Agmt PW 19-17- 18 with City of Plymouth for cost participation in the replacement of three retaining walls on CSAH 6(CP
2182700)(county cost: NTE$300, 000—county bonds)
Resolution:
BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 19- 17- 18 with the City of Plymouth for
cost participation in the replacement of three retaining walls on County State Aid Highway(CSAH)6 between Dunkirk Lane and
Vicksburg Lane with an amount not to exceed$300,000;that CP 2182700 be identified as a project in the 2018 Capital Budget with
a project budget of$300,000;that$300,000 in county bonds be transferred from capital budget line item Transportation Asset
Preservation(CP 2999974)to CP 2182700; that following review and approval by the County Attorney's office,the Chair of the
Board be authorized to sign the agreement on behalf of the county; and the Controller be authorized to transfer and disburse funds
as directed.
Background:
History: In the early 1990's, as part of Capital Project No. 8642,three modular block retaining walls were constructed on CSAH 6
between Dunkirk Lane and Vicksburg Lane The walls prematurely deteriorated due to susceptibility to road salt inherent in the
fabrication process.The fabricator was sheltered from all claims state-wide because their process technically followed the Minnesota
Department of Transportation(MnDOT)standards MnDOT has since modified these standards.
Prior to 2017,the city requested wall improvements, It has been the county's practice that the maintenance of retaining walls is the
cities' responsibility, unless they are required to maintain the operation of the county roadway. However, the original project's
cooperative agreement PW 15- 17- 90 was silent with respect to the city's responsibility to maintain these particular retaining walls.
Current Request:This request is for authorization to negotiate Agreement PW 19- 17- 18 with Plymouth for cost participation in the
replacement of three retaining walls along CSAH 6 between Dunkirk Lane and Vicksburg Lane. The city will prepare necessary plans
and specifications, enter into a construction contract and administer the contract for the replacement of the retaining walls. The county
has agreed to fund the replacement of the walls and in return the city has agreed to own and maintain the walls at their cost once
reconstructed.
To provide for the county's cost participation, staff recommends that CP 2182700 be identified as a project in the 2018 Capital Budget
with a project budget of$300, 000 and that$300,000 be transferred from line item Transportation Asset Preservation (CP 2999974)to
CP 2182700.
Impacts/Outcomes:Approval of this action will enable the county to work with the City of Plymouth for asset replacement along our
county roadway system and establish the city's ownership and maintenance responsibility of the three walls.
