R ESOLUTION N O. 2018-203
R ESOLUTION A WARDING THE C ONTRACT AND D ESIGNATE E NGINEER FOR THE
S TATE H IGHWAY 55 F RONTAGE R OAD R ECONSTRUCTION P ROJECT (13002)
WHEREAS, pursuant to an advertisement for bids for the State Highway 55 Frontage Road
Reconstruction Project, bids were received, opened and tabulated according to State law, and the
following bids were received complying with the advertisement:

Engineers Estimate $871,631.80
WHEREAS, it appears that Midwest Civil Constructors, of Shakopee, MN, is the lowest
responsible bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Midwest Civil Constructors of
Shakopee, MN; and
WHEREAS, a proposal for professional services was received by SRF Consulting Group and
evaluated by the City; and
WHEREAS, staff recommends that SRF Consulting Group be designated as the consulting
engineer for construction related services for the project.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the Mayor and City Manager are authorized and directed to enter into the contract
with Midwest Civil Constructors of Shakopee, MN, in the name of the City of Plymouth for the State
Highway 55 Frontage Road Reconstruction Project according to the plans and specifications therefore
approved by the City Council and on file in the office of the City Engineer in the amount of $715,056.70.
BE IT FURTHER RESOLVED, that the project would be funded from the following sources:
assessments in the amount of $101,595.27, the Street Reconstruction Fund in the amount of
$696,915.07, the Water Resources Fund in the amount of $9,200.00, the Sewer Fund in the amount of
$58,351.50, and the Water Fund in the amount of $171,382.20.
BE IT FURTHER RESOLVED that SRF Consulting Group is designated as the City’s consulting
engineer for the State Highway 55 Frontage Road Reconstruction Project (13002) in the amount of
$141,152.00 and the Mayor and City Manager are authorized to sign the Agreement for Professional
Engineering Services.
