City Council Special Meeting
May 8, 2018
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on May 8, 2018.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Prom, Wosje, Johnson, Willis, Davis,
and Carroll.
ABSENT: None.
STAFF PRESENT: Administrative Services Director Hokkanen, Fire Chief Coppa, Deputy Fire
Chief Dreelan, Battalion Chiefs Duncan, Evenson, and Etzel, Crime Analyst Gilbert, Public
Safety Director Goldstein, Park and Recreation Director Evans, Community Development
Director Juetten, Human Resources Manager Kone, Economic Development Director
Landhauser, and City Clerk Engdahl.
Fire Department Update
Public Safety Director Goldstein and Fire Chief Coppa provided a review of the Fire
Department's progress over the last three years and highlighted the department's future needs for
the Council's edification and consideration. The materials discussed were intended to share
insights and to assist in establishing strategic directives in relation to budget discussions in the
near future. Three options were discussed:
Option 1: Hire 12 additional career firefighters over three years
Option 2: Add additional paid on call fighters
Option 3: Continue with the current staffing model
It was noted that the current model calls for 78 paid on call firefighters. However, the City is
never able to attain that number but 10 to 15 less than that number. The majority of Council
voiced their support for Option 1. As noted above, further discussion will be held on this topic at
future budget discussions.

Future Study Sessions
The Council added review of concept plans for redevelopment of the Ramada site to the May 22
Study Session that will begin at 5:00 p.m.

Mayor Slavik adjourned the Special Meeting at 6:47 p.m.
