City Council/Planning Commission/HRA Meeting
April 24, 2018
Mayor Slavik called a Special Meeting of the Plymouth City Council, Planning Commission, and
Housing and Redevelopment Authority to order at 5:30 p.m. in the Medicine Lake Room of City
Hall, 3400 Plymouth Boulevard, on April 24, 2018.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Prom, Wosje, Johnson, Wills, Davis,
and Carroll.
PLANNING COMMISSION PRESENT: Chair Anderson, Oakley, Witte, Witt, and Vanderlan.
HRA COMMISSION PRESENT: Commissioners Soderberg, Plec, and Huddleston.
ABSENT: Planning Commissioners Saba and Markell, HRA Chair Kulaszewicz and
Commissioner McCarthy.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen,
Housing Manager Barnes, Fire Chief Coppa, Public Works Director Thompson, Park and
Recreation Director Evans, Planning Manager Thomson, Community Development Director
Juetten, and City Clerk Engdahl.
Draft Housing Study
Matt Mullins, from Maxfield Research and Consulting LLC, presented the results of a recent
study on multifamily rental housing. This study outlined short and long term housing needs,
recommendations guiding future rental housing development, and tools and/or policies to
implement the plan.
The Council requested information regarding owner occupied single family housing in the
community. Primarily, how can the City create incentives to keep homes maintained and
affordable for homeowners as well as making sure the existing housing stock doesn't deteriorate.
Senior Building Cash Flow and Maintenance Schedule
Housing Manager Barnes presented long range forecasts and reserve accounts for Plymouth
Towne Square and Vicksburg Crossing.

Tax Increment District Update
Community Development Director Juetten presented an updated management review and
analysis for the City's and HRA's tax increment financing districts.
Future Study Sessions
The Council stated they would receive the quarterly City Manager's update immediately
following the May 22 regular meeting.
Adiournment
Mayor Slavik adjourned the Special Meeting at :59 p.m.
