As you recall, this Study Session was scheduled in January, 2018, to provide the City Council with an update of the Plymouth Fire Department under the auspices of the integrated Public Safety Department, which was officially adopted on May 1, 2015. Since that date, I have delivered the City Council ongoing updates on both the police and fire departments to share insights and to help establish strategic directives in relation to forthcoming budget processes up to and including an extensive update on the fire department on May 17, 2016. During the May 8 Study Session, Chief Coppa and I will review the fire department’s progress over the last three years and will highlight the department’s future needs for the City Council’s edification and consideration. At this time, it is my intent to share important findings, to offer my future recommendations and to answer questions. I am not seeking specific direction or authorization now as additional study in preparation of the 2019/2020 budget is required. Please note that there are a number of materials attached that provide the context for the Study Session’s discussion. While Chief Coppa and I will be focusing on the included PowerPoint presentation during the meeting, the other items are supporting materials that will help frame the discussion. If you would like the materials that were disseminated after the May 17, 2016 meeting, I can provide those as well. If you have any questions in advance of the Study Session, please advise at your convenience. Page 12 THE CURRENT SITUATION (Response) •We have two stations that were located for a neighborhood-based paid-on-call model •A third station is located in an industrial area and has few neighborhoods to draw personnel from •We currently attempt to staff Stations 2 and 3 for better response across the city •Many shifts revert back to single station coverage due to staffing difficulties •Based on the NFPA standards for a community like Plymouth •We are double the standard during our staffed times (8:13) and triple during our non staffed times (13:42) for the majority of the city Page 13 Coverage from Two Stations Four minute reach (Current M-F Duty Crew) Dark orange is overlap Page 14 Coverage from Two Stations Eight minute reach (Current M-F Duty Crew) Dark green is overlap Page 15 Fire Station Study Update •2018 line item to perform a station study •Looked at other cities that went through a similar process •Visited Eagan and Maplewood and spoke to Mendota Heights to discuss their processes and lessons learned •Interviewed two companies that would do building assessments •Interviewed a third company that would do an assessment and be able to transition to design suggestions. •Currently weighing our options and will present a plan to the City Manager very shortly Page 16 QUESTIONS? Imagine 911 being called by a neighbor when the video starts. Pay attention to the time on the bottom of the video and feel how slowly time seems to go. One could easily overlay our Plymouth response times from any of the examples given to appreciate how much fire grows before we arrive. The great majority of personnel meet or exceed current minimum call back requirements. The five Duty Crew Only firefighters and two POC Assistant Chiefs have no call back requirement. Page 27 POC are required to work a minimum of 18 hours of duty crew shift time per quarter. The great majority of personnel meet current minimum shift hour requirements. There are also a few personnel that work more that the required minimum and may work up to 27 hours per week if they so choose. This graph also shows five Duty Crew Only firefighters that are required to work a minimum of 72 hours of duty crew shift time per quarter.
