Item: Fire Department Update
In preparation for the City Council Study Session on May 8, 2018, I have included a number of materials for your
review and distribution to the City Council.
As you recall, this Study Session was scheduled in January, 2018, to provide the City Council with an update of the
Plymouth Fire Department under the auspices of the integrated Public Safety Department, which was officially
adopted on May 1, 2015.
Since that date, I have delivered the City Council ongoing updates on both the police and fire departments to share
insights and to help establish strategic directives in relation to forthcoming budget processes up to and including an
extensive update on the fire department on May 17, 2016.
During the May 8 Study Session, Chief Coppa and I will review the fire department’s progress over the last three years
and will highlight the department’s future needs for the City Council’s edification and consideration. At this time, it is
my intent to share important findings, to offer my future recommendations and to answer questions. I am not
seeking specific direction or authorization now as additional study in preparation of the 2019/2020 budget is
required.
Please note that there are a number of materials attached that provide the context for the Study Session’s discussion.
While Chief Coppa and I will be focusing on the included PowerPoint presentation during the meeting, the other
items are supporting materials that will help frame the discussion. If you would like the materials that were
disseminated after the May 17, 2016 meeting, I can provide those as well.
If you have any questions in advance of the Study Session, please advise at your convenience.

Staffing Challenges
•Competing models
•When more is required for duty crew staffing, the department experiences less call back participation
•When more is required for call back purposes, the department experiences less duty crew participation
•Unpredictable call back resources
•No appropriate method to gauge if anyone will respond
•Unsatisfactory response times
•Unable to get appropriate resources in a timely manner
•Unable to reach authorized staffing levels
•Retention is no longer based on pay or pension
•Jobs and family are appropriately prioritized
Page 3
Page 4
Staffing Proposals
Option 1
•Hire 12 additional career firefighters over three years to cover
shift needs and allow POC to fulfill a defined and specific purpose
Option 2
•Hire 78 additional POC firefighters to fill the shift needs
Option 3
•Continue with the current staffing model
Page 5
Staff Proposal-Option 1
2019
•Add 6 Career Firefighters and change to 24-hour schedule
•Ensure one truck of 4 firefighters-24/7
•Continue to supplement with POC to maintain current daytime staffing
goals
•Additional $585,000 annually (2019 rates)
•Could fill majority of the shifts currently not covered by POC and Duty
Crew Only personnel
•Significantly decrease call backs
Page 6
Staff Proposal-Option 1
2020
•Add 3 Additional Career Firefighters
•Ensure one truck of 3 firefighters and one truck of 2 firefighters-24/7
•Continue to supplement with POC to maintain current day time staffing
goals
•Additional $276,000 annually (2019 rates)
•Could fill most of the shifts currently not covered by POC and Duty Crew
Only personnel
•Able to add second station back on the weekends
Page 7
Staff Proposal-Option 1
2021
•Add 3 Additional Career Firefighters
•Ensure two trucks of 3 firefighters-24/7
•POC would be used to supplement the career staffing as needed
•POC would maintain minimum requirements to maintain competencies
•Additional $276,000 annually (2019 rates)
•Would no longer be dependent on POC to ensure scheduled staffing
needs
Page 8
Approximate Costs-Option 1
(2019 pay scale)
•Current cost of career shift staff (6)- $552,000
•Future cost of career shift staff as proposed (18)- $1,689,000
•If there is a switch to 24-hour coverage, there will be a decrease in POC
call-back costs
•If there is a switch to 24-hour coverage, there will be no need for the
duty officer program
Page 9
Staff Proposal-Option 2
2019
•Double authorized POC strength to 156 and maintain
current staffing model
•Continue to supplement with POC to maintain current daytime staffing
goals
•Continue non-staffed, call back response from 9pm to 6am
•Additional $200,616 annually (2019 rates)
•Additional cost of personnel turnover and initial training
•Could fill majority of the shifts currently not covered by POC and Duty
Crew Only personnel
Page 10
Staff Proposal-Option 3
2019
•Continue with current staffing model
•Continue to supplement with POC to maintain current daytime staffing
goals
•Continue non-staffed, call back response from 9pm to 6am
•No additional cost

QUESTIONS?
Page 12
THE CURRENT SITUATION
(Response)
•We have two stations that were located for a neighborhood-based paid-on-call model
•A third station is located in an industrial area and has few neighborhoods to draw personnel from
•We currently attempt to staff Stations 2 and 3 for better response across the city
•Many shifts revert back to single station coverage due to staffing difficulties
•Based on the NFPA standards for a community like Plymouth
•We are double the standard during our staffed times (8:13) and triple during our non staffed times (13:42) for the majority of the city

Fire Station Study Update
•2018 line item to perform a station study
•Looked at other cities that went through a similar process
•Visited Eagan and Maplewood and spoke to Mendota Heights to
discuss their processes and lessons learned
•Interviewed two companies that would do building assessments
•Interviewed a third company that would do an assessment and be
able to transition to design suggestions.
•Currently weighing our options and will present a plan to the City
Manager very shortly

Please watch the video at the link provided.
This is a house fire from the east cost, NOT
Plymouth. Imagine 911 being called by a
neighbor when the video starts. Pay
attention to the time on the bottom of the
video and feel how slowly time seems to go.
One could easily overlay our Plymouth
response times from any of the examples
given to appreciate how much fire grows
before we arrive.
Page 18
Plymouth Fire Response Examples
The following four response time examples are from structure fire
events that happened in four geographically different areas within
the last two years
Three are overnight where personnel are paged from home and an
assigned Duty Officer
One is during a staffed time where a single station is staffed with 4
firefighters
These examples are typical for response under our current model
