CALL TO ORDER Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to order at 7:03 p.m. 2. CONSENT AGENDA A. Approve the HRA Meeting Minutes for November 16, 2017. B. Plymouth Towne Square. Accept the Monthly Housing Report. C. Vicksburg Crossing. Accept the Monthly Housing Report. MOTION by Chairman Kulaszewicz, seconded by Commissioner Huddleston to approve the consent agenda. Vote. 5 Ayes. MOTION passed unanimously. 3. PUBLIC HEARING A. Community Development Block Grant. Consider 2018 Action Plan Community Development Coordinator Shonrock advised the Commission that Hammer Residencies Inc. sent an email requesting a change to their application. HRA Manager Barnes stated they are requesting to change the properties that will receive assistance, but the rehabilitation will still be allowed within the program guidelines. Community Development Coordinator Shonrock gave an overview of the staff report. Chairman Kulaszewicz asked about the discrepancy between the numbers on page two for the First Time Home Buyers program as it indicates $1,800, but is projected to have an ending balance of $10,000. Community Development Coordinator Shonrock responded that First Time Home Buyer repayments typically occur between March and June so there are four months to reach the higher projected amount. Approved Minutes Plymouth Housing and Redevelopment Authority February 22, 2018 Page #2 Chairman Kulaszewicz clarified that there is a set amount allowed for admin and social services. Chairman Kulaszewicz opened the public hearing. Seven organizations were present: Ellen Timmerman-Borer representing Hammer Residencies Inc.; Michael Vraa representing Home Line; Jon Burkhow representing Senior Community Services (SCS); Valerie Klemz representing Interfaith Outreach and Community Partners; Christa Troup representing Tree House; Megan Taylor representing People Responding in Social Ministry (PRISM); and Benjamin Fribley representing Community Action Partnership of Hennepin County (CAP-HC). Each representative gave a brief overview of what services their agency provides and thanked the HRA for their continued support. Ms. Timmerman-Borer spoke about the email she sent today as it explained the reasons why Hammer Residencies Inc. is asking for funds to be distributed differently than initially requested and at different locations. She described the changing needs of their aging resident population who will benefit from replacing carpet with vinyl flooring at the Lancaster house and the 14th Avenue house. This will make it easier for the residents using wheelchairs and walkers to be mobile. Another helpful alteration would be to install stair treads at the McGlynn house to make it safer for the residents. She asked that these changes be considered in lieu of the previous request to remove a wall at the Lancaster house. Chairman Kulaszewicz asked Christa Troup of Tree House where their physical location is. Ms. Troup responded they are located at Peace Lutheran Church and Plymouth Covenant Church. Chairman Kulaszewicz inquired if Tree House is similar to The Bridge for Youth. Ms. Troup replied that Tree House does not offer housing. Tree House has social activities on Tuesdays and Thursdays. Chairman Kulaszewicz stated The Bridge for Youth provides services for homeless youth. Ms. Troup stated Tree House works with other programs to locate shelter for youth. Chairman Kulaszewicz asked Ms. Taylor of PRISM where the thrift shop is located. Ms. Taylor answered the thrift shop is currently located at 730 Florida Avenue South in Golden Valley. She added that the thrift shop is relocating to a storefront location on Zane Avenue. She invited all to the ribbon cutting ceremony in May. Community Development Coordinator Shonrock replied the $25,000 refers to Hammer Residencies Inc. MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg, to approve the resolution for the application and allocation of fiscal year 2018 CDBG. Vote. 5 Ayes. MOTION approved unanimously. 4. NEW OFFICERS A. Election of Officers. Chair, Vice-chair, Secretary MOTION by Chairman Kulaszewicz, seconded by Commission McCarthy nominating Commissioner Soderberg as HRA Chair. Vote. 5 Ayes. MOTION approved unanimously. MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg nominating Chairman Kulaszewicz as HRA Vice-chair. Vote. 5 Ayes. MOTION approved unanimously. MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg nominating Commissioner McCarthy as HRA Secretary. Vote. 5 Ayes. MOTION approved unanimously. 5. ADJOURNMENT Chairman Kulaszewicz adjourned the meeting at 7:52 p.m. Vote. 5 Ayes. MOTION approved unanimously.
