Item: Industrial/Redevelopment Study
1. ACTION REQUESTED:
Staff will facilitate a discussion with the Council related to a study of our industrial and redevelopment
areas. By better understanding recent investments, construction and building trends, we will be better
equipped to help developers repurpose existing buildings or look at opportunities to reshape and
better position underutilized areas. Additionally, information gleaned from the study will help us know
how to most effectively guide redevelopment and infrastructure improvements in a manner that
bolsters our already prosperous business community. This discussion is an imperative part of
identifying a clear understanding of Council objectives, goals, or data that can be included in the study
as a means of creating a well-rounded understanding of needs and issues facing our business
community to support future decision-making processes presented to the City Council.
Staff plans to bring back a draft of the document once strengths, opportunities, or areas of concern are
more broadly understood, so Council can provide additional direction and feedback to staff.
2. BACKGROUND:
As a follow-up to the Council Workshop discussion on January 9, 2018, where both the Economic
Development and Community Development departments identified a focus on emerging redevelopment
opportunities as part of their respective work plans for 2018, our two departments have collaborated to
identify a Study that we believe will best position the City to proactively target and progressively respond
to opportunities in the near and more distant future. Our objective is to evaluate and analyze industrial
areas and redevelopment sites so as to better understand and characterize recent investments,
construction and building trends, along with opportunities to enhance our position with the business
community based upon current and evolving uses through the lens of adapting or repurposing existing
building stock to meet their needs.

CREATE A VISION for the next evolution of development in Plymouth related to our Business Community

PROMOTE GROWTH across all business sectors to solidify Plymouths continued position as a State leader in
employment

› Ability to provide direction to property owners, brokers and contractors [without the need to go to the
/City Council first]
