HomeMy WebLinkAboutCity Council Resolution 2018-098 C ITY OF P LYMOUTH R ESOLUTION N O. 2018-098 R ESOLUTION APPROVING THE APPLICATION AND ALLOCATION OF FISCAL YEAR 2018 C OMMUNITY D EVELOPMENT B LOCK G RANT PROGRAM FUNDS WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban Development (HUD) for 2018 funding for the Community Development Block Grant (CDBG) program; and WHEREAS, on February 22, 2018, the Plymouth Housing and Redevelopment Authority held a duly constituted public hearing to allow interested parties to express their opinions regarding the allocation of funds for the 2018 CDBG Program Year; and WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program Year 2018. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that the City Manager is authorized to submit to the U.S. Department of Housing and Urban Development the application and all required documents for participation in the 2018 Community Development Block Grant Program Year and the allocation for the following projects in the respective proposed amounts is approved: HRA Programs and Administration Housing Rehabilitation Loan Program 150,750.00 First Time Homebuyer Loan Program 0.00 Administration 21,000.00 Affordable Housing Development – Hammer Residences 25,000.00 Fair Housing Activities 3,500.00 Sub-Total of HRA Programs and Administration 200,250.00 Public Service Programs Community Action Partnership of Hennepin County (CAP-HC) 2,250.00 Tree House 10,000.00 HOME Line 6,000.00 Interfaith Outreach 7,500.00 People Responding in Social Ministry (PRISM) 10,000.00 Senior Community Services 10,000.00 Sub Total of Public Service Programs 45,750.00 Total 2018 CDBG Allocation $246,000.00 BE IT FURTHER RESOLVED, that any increase or decrease in the anticipated funding amount for the 2018 CDBG fiscal year will be split equally between the 2018 Housing Rehabilitation and First Time Homebuyer program. BE IT FURTHER RESOLVED, that CDBG program income may be used to cover expenses generated in any existing CDBG program or activity and not just expenses related to the activity generating the income. BE IT FURTHER RESOLVED, that CDBG program income anticipated to be received is below the current estimated amount, the City will reduce all public service funding in equal amounts so as not to exceed CDBG public service funding regulations. BE IT FURTHER RESOLVED, that all unexpended 2017 CDBG funds be allocated to the same program activity in 2018. APPROVED by the City Council on this 13th day of March, 2018. 2
