Special Council Meeting
February 13, 2018
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on February 13, 2018.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Prom, Wosje, Johnson, Wills, Davis,
and Carroll.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen,
Community Development Director Juetten, Park and Recreation Director Evans, Public Works
Director Thompson, Economic Development Manager Landhauser, Deputy Director of Parks and
Recreation Northway, Recreation Manager Hemp, Creek Center Manager Fleck, Fire Chief
Coppa, Finance Manager Bursheim, Communications Manager LaFave, and City Clerk Engdahl.
In addition, Park and Recreation Advisory Commissioners DeBleeckere, Sunseri, and Wilson
were present.
Expansion and Renovation of the Plymouth Creek Center
Staff updated the Council on the expansion and renovation of the Plymouth Creek Center and to
consider approving contract services with Hammel, Green, and Abrahamson (HGA) in order to
engage the community and provide feedback for this project. A system called Flash Vote would
be utilized to survey the community. The following comments were received by Council:
• How will the City determine the needs of senior citizens in the next decade or two.
• Important to know what residents desire for various uses at the facility, but how much
will the project cost, and how much are residents willing to pay.
• If the City were to do a referendum on this project, it would need to be on a general
election in an even year. Otherwise, it would need to be conducted by a mailed ballot.
• The flexibility of having another firm look at the project if the Council isn't pleased with
HGA.
The Council requested the proposed contract with HGA be placed on the February 27 Council
agenda and HGA be invited to attend the meeting.
Future Study Sessions
The Council scheduled the following Study Sessions:
• March 13 at 5:30 p.m.: Metro Cities and transit updates

March 27 at 5:30 p.m.: Industrial/Redevelopment Study
April 24 at 5:30 p.m.: Joint HRA/Council meeting to discuss draft Housing Study, senior
building cash flow and maintenance schedule, and Tax Increment District update
Adjournment
Mayor Slavik adjourned the Special Meeting at 6:32 p.m.
