CALL TO ORDER Chairman Kulaszewicz called the Plymouth Housing and Redevelopment A11thority meeting to order at 7:00 p.m. 2. CONSENT AGENDA A. Approve the HRA Meeting Minutes for September 28, 2017. B. Plymouth Towne Square. Accept the monthly housing Report. C. Vicksburg Crossing. Accept the monthly housing Report. MOTION by Commissioner Solderberg, seconded by Commissioner Huddleston to approve the consent agenda. Vote. 4 Ayes. MOTION passed unanimously. 3. NEW BUSINESS A. Plymouth Towne Square. Review and approve 2018 Budget. HRA Manager Barnes gave an overview of the staff report. Commissioner Kulaszewicz asked if the minimum base rents will increase for one and two bedroom units. HRA Manager Barnes stated yes. Commissioner Kulaszewicz asked if the two percent increase is the same as the market rate rents. HRA Manager Barnes replied affirmatively. Grace Management Representative Boedigheimer answered last January. HRA Manager Barnes added that the goal is to have small increases on a regular basis so residents do not have a large disruption in their household finances. Council Member Johnson commented that the increase has been spread out. HRA Manager Barnes continued that the increase has been modest: one to two percent, which is seven to 12 dollars in past years. Council Member Johnson asked if they residents have been notified. Grace Management Representative Boedigheimer answered that a 30-day notice will be sent on December 1st that will state their new rent amount. Commissioner Kulaszewicz asked if the bid for handicapped accessible doors was $7,200 for each one. HRA Manager Barnes clarified that $7,200 is the total fee for three doors and there will be one accessible control door added to each floor. Commissioner Kulaszewicz asked what is happening to the dining room chairs. HRA Manager Barnes stated the chairs cannot be reconditioned. Staff will look into how they might be recycled. Commissioner Soderberg inquired about the number of chairs Grace Management Representative Boedigheimer said there about 80 chairs. Grace Management Representative Boedigheimer added the chairs have already been reupholstered once. Commissioner Kulaszewicz asked when the last time Grace Management increased their management fee. Grace Management Representative Boedigheimer answered that they increase their rates every other year at each building. Commissioner Kulaszewicz asked about the new line item in the budget for miscellaneous unbudgeted. It was added a number of years ago to address unforeseen expenses. MOTION by Chairman Kulaszewicz, seconded by Commissioner Soderberg, to adopt the attached resolution approving the 2018 Plymouth Towne Square Operating budget. Vote. 4 Ayes. MOTION passed unanimously. B. Vicksburg Crossing. Review and approve 2018 Budget. HRA Manager Barnes gave an overview of the staff report. Commissioner Kulaszewicz requested information about the HVAC units. HRA Manager Barnes responded that by using the Magic Paks they are seeing a failure of two to three units a year on the cooling components; the heating components are holding up. He stated it is about $3000 to replace the cooling units and $6500 to replace both heating and cooling units. Council Member Judy Johnson asked if both locations are fully leased. HRA Manager Barnes said that Vicksburg Crossing is fully leased. Grace Management Representative Boedigheimer added that Plymouth Towne Square has four vacancies, which are two-bedroom units, and there is a wait list for one-bedroom units. Commissioner Kulaszewicz inquired about what the issue is regarding the vacancies. Grace Management Representative Boedigheimer replied the applicants are not ready to move. Grace Management Representative Boedigheimer added that two of the vacancies just came up on November 1. Council Member Johnson asked what happens if there was a couple living in the two- bedroom unit and one of them passes away. HRA Manager Barnes responded that there is a six-month time frame to move to a one- bedroom unit and that management works with that person to assist them with relocating. Council Member Johnson asked if the wait list has been gone through. Grace Management Representative Boedigheimer answered they are half-way through the wait list. Grace Management Representative Boedigheimer replied the income level is $36,700, which is 50% of the median. The residents pay 37% of their adjusted income in rent. MOTION by Chairman Kulaszewicz, seconded by Commission Soderberg, to adopt the attached resolution approving the 2018 Vicksburg Crossing Operating budget. Vote. 4 Ayes. MOTION passed unanimously. Commissioner Soderberg commented that the spreadsheet was helpful to look at the numbers on the budget. This was an improvement to the document. 4. ADJOURNMENT Chairman Kulaszewicz adjourned the meeting at 7:31 p.m. Vote. 4 Ayes. MOTION approved unanimously.
