Robbinsdale Area Schools is committed to ensuring every student graduates career and college ready.To support
academic achievement and create a world-class workforce,we urge the Governor and Legislators to address the
following critical issues:
Enhance Taxpayer Equity
Increase operating referendum and debt service equalization to reduce taxpayer inequities and education
funding disparities.
For example, homeowners of comparable$200,000 homes in Robbinsdale Area Schools pay more than
twice as much as neighboring Hopkins School District homeowners to raise the same$1,967 per pupil.
Refer to the comparison chart on back.
Increase Local Control and Reduce Mandates
Allow locally elected school boards to renew an existing operating referendum.
Streamline and reduce the number of reports required to be submitted to the Minnesota Department of
Education.
Stabilize Education Funding
Increase Special Education Funding
Reduce the state share of the special education cross-subsidy by 10 percent. In the 2017-18 school year,
Robbinsdale Area Schools will divert$16.4 million from the general fund to subsidize unfunded special
education costs. Refer to the chart on back.
Reform and Stabilize Teacher Retirement Association (TRA) Funding
Use the pension adjustment mechanism to cover any increase in the school district contribution to avoid cuts
to programs for students. Each 0.5% increase in employer contributions would cost Robbinsdale Area Schools
about$550,000 per year.
Increase Safe Schools Levy
Increase the maximum Safe Schools Levy to offset the growing costs of school communication technology
and expand the permitted uses to allow school districts to enhance cyber security.
Reform and Maximize School Lands Trust Fund
Direct the Permanent School Fund Commission to study the feasibility of allowing school districts to borrow
against the school trust fund to address capital needs and make recommendations regarding any governance
changes needed to ensure that the school trust lands director has the authority to work on behalf of the trust
beneficiaries-Minnesota public school students.

Vice Chairperson
According to Section 305.03, Subdivision 3 of the Plymouth City Code,the Chairperson and Vice
Chairperson of the Parks and Recreation Advisory Commission are appointed by the
Commission from among the members of the Commission, subject to approval by the Mayor.
At their February 8, 2018 meeting,the Commission selected Tricia DeBleeckere as Chairperson
and Aaron Vanderwall as Vice Chairperson for the current term ending January 31, 2019. On
behalf of the Parks and Recreation Advisory Commission, I am requesting your approval of the
appointments.
