RESOLUTION APPROVING A SITE PLAN AMENDMENT AND VARIANCE FOR NORTHWEST
ISLAMIC COMMUNITY CENTER TO ALLOW ADDITIONAL PARKING AND RELATED SITE
IMPROVEMENTS AT 3300 PLYMOUTH BOULEVARD (2017078)
WHEREAS, Northwest Islamic Community Center has requested approval of a site plan
amendment and variance to allow additional parking and related site improvements at 3300
Plymouth Boulevard, legally described as Lot 1, Block 1, Plymouth Center, Hennepin County,
Minnesota; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve the request by Northwest Islamic Community Center for a
site plan amendment and variance, subject to the following conditions:
1. A site plan amendment is approved to allow a parking lot expansion and related site improvements,
in accordance with the plans received by the city on August 28, October 3, and November 14, 2017,
except as amended by this resolution.
2. A variance is approved to allow an exterior trash enclosure area where trash and recycling storage
areas are required to be internal to the principal building in the city center zoning districts, with the
finding that all applicable variance standards would be met, in accordance with the plans received
by the city on August 28, October 3, and November 14, 2017, except as amended by this resolution.
3. A separate grading permit is required prior to commencement of the project.
4. Prior to issuance of the grading permit, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable city
code, zoning ordinance, and engineering guidelines:
a. Complete a site improvement performance agreement and submit the related financial
guarantee and fees pursuant to section 21045.10 of the zoning ordinance.
b. Obtain city approval of final construction plans.
c. Submit an approved erosion control plan.
d. Obtain any necessary permits from the Bassett Creek Watershed District.
e. Submit a landscaping plan pursuant to section 21130 of the zoning ordinance showing
landscaping details of the parking lot median.
f. Revise the plans to include the delineated wetland line.
g. Revise the plans to indicate fire lane signs in approved locations and add a detail to the plans.
h. Revise the plans to show that the fire lane will be constructed to match detail STRT-16.

5. Parking of vehicles shall be prohibited along the drive aisle at the entrance from 34th Avenue and at
all hydrant locations and at the fire department connection.
6. Any future building expansion or redevelopment plans shall include an area for trash and receptacle
storage internal to the principal building pursuant to section 21475.17 of the zoning ordinance, and
the exterior trash and recycling enclosure shall be removed.
7. Standard Conditions:
a. Separate building permits are required for retaining walls 48 inches in height or higher.
b. Separate sign permits are required for any new proposed signage.
c. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
d. The site plan amendment and variance shall expire one year after the date of approval, unless
the property owner or applicant has started the project, or unless the applicant, with the
consent of the property owner, has received prior approval from the city to extend the
expiration date for up to one additional year, as regulated under sections 21045.09 and
21030.06 of the zoning ordinance, respectively.
