RESOLUTION No. 2018-016
RESOLUTION APPROVING A SITE PLAN AMENDMENT AND VARIANCE FOR EAGLE RIDGE
PARTNERS, INC. TO ALLOW ADDITIONAL PARKING AND RELATED SITE
IMPROVEMENTS AT 2800 VICKSBURG LANE (2017088)
WHEREAS, Eagle Ridge Partners, Inc. has requested approval of a site plan amendment and
variance to allow additional parking and related site improvements at 2800 Vicksburg Lane, legally
described as Lots 1 and 2, Block 1, Vicksburg Industrial Park, Hennepin County, Minnesota; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve the request by Eagle Ridge Partners, Inc. for a site plan
amendment and variance, subject to the following conditions:
1. A site plan amendment is approved to allow a parking lot expansion and related site improvements,
in accordance with the plans received by the city on September 21 and November 8, 2017, except as
amended by this resolution.
2. A variance is approved to allow a parking setback of 12.5 feet and 16.75 feet from the property line
along Vicksburg Lane and 15.5 feet from the property line along Medina Road where 25 feet is
required, with the finding that all applicable variance standards would be met, in accordance with
the plans received by the city on September 21 and November 8, 2017, except as amended by this
resolution.
3. A separate grading permit is required prior to commencement of the project.
4. Prior to issuance of the grading permit, the applicant shall fulfill the requirements, submit the
required information, and revise the plans as indicated below, consistent with the applicable city
code, zoning ordinance, and engineering guidelines:
a. Complete a site improvement performance agreement and submit the related financial
guarantee and fees pursuant to section 21045.10 of the zoning ordinance.
b. Obtain city approval of final construction plans.
c. Submit an approved erosion control plan.
d. Obtain any necessary permits from the Bassett Creek Watershed District.
e. Submit a landscaping plan pursuant to section 21130 of the zoning ordinance replacing any trees
that will be removed in the northwest corner of the site and in the parking lot landscape
medians.
f. Submit cut -sheets for all fixtures listed on the lighting plan and include the color -rendering index
(CRI), correlated color temperature (CCT) and backlight, uplight, glare (BUG) information for
each fixture.
g. Revise the plans to indicate fire lane signs in approved locations and add a detail to the plans.

5. Parking of vehicles shall be prohibited at all hydrant locations and at the fire department
connection.
6. Standard Conditions:
a. Trash and recycling containers shall be stored consistent with the requirements of section
21120.02 of the zoning ordinance.
b. Separate building permits are required for retaining walls 48 inches in height or higher.
c. Separate sign permits are required for any new proposed signage.
d. Any subsequent phases or expansions are subject to required reviews and approvals per
ordinance provisions.
e. The site plan amendment and variance shall expire one year after the date of approval, unless
the property owner or applicant has started the project, or unless the applicant, with the
consent of the property owner, has received prior approval from the city to extend the
expiration date for up to one additional year, as regulated under sections 21045.09 and
21030.06 of the zoning ordinance, respectively.
