HomeMy WebLinkAboutCity Council Resolution 2018-012CITY OF PLYMOUTH RESOLUTION No. 2018-012 RESOLUTION AWARDING BID FOR THE EAST MEDICINE LAKE PARK RENOVATION PROJECT (PR170001.171) WHEREAS, on April 25, 2017, City Council authorized the advertisement of bids for the East Medicine Lake Park Phase 1 renovation. The project included the replacement of the shelter structure with bathrooms and an outdoor shower facility; and WHEREAS, on May 23, 2017, sealed bids were opened at Plymouth City Hall. The City received four bids. The apparent low bidder was $195,196 higher than the engineer's estimate. As a result, all bids were rejected, and phase one and two were combined; and WHEREAS, on November 21, 2017, sealed bids were opened at Plymouth City Hall for the combined renovation project. The City received seven bids as outlined below. The consultant's estimated cost for the base bid and alternate 11 (solid surface counter in lieu of stainless steel) was $659,127.50; and COMPANY BASE BID & ALT. 11 American Liberty Construction, Inc. $775,957.07 Ebert Construction $790,735.85 Versacon $869,006.42 Maertens-Brenny Construction Co. $872,995.75 Nor -Son $876,575.28 Kue Contractors Inc. $953,854.10 Donlar Construction $958,039.53 Engmeer s Estâ–ºmate $659,127.50 WHEREAS, staff and ISG Consulting, Inc. have reviewed the bid tabulation and are recommending that the City Council award the bid to American Liberty Construction, Inc. with a bid of $775,957.07. Their qualifications and work performance are compliant with the City's Responsible bidder Evaluation Policy; and WHEREAS, the CIP park improvement project PR170001 was approved for $900,000 from the Park Replacement Fund. Staff is recommending increasing funding for the project by $40,000 for a total of $940,000. This would increase the construction contingency to the City's general best practice of 10% due to the potential of soil corrections or geo-pier adjustments; and WHEREAS, construction costs for the renovation of East Medicine Lake Park are estimated at $936,000. The project is proposed to be funded through the Park Replacement Fund. Project costs are inclusive of the base bid and alternate bid construction cost, consultant fees and contingency. Resolution No. 2018-012 Page 2of2 NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that staff is authorized and directed to enter into contract with American Liberty Construction, Inc. for the renovation of East Medicine Lake Park, PR170001.171 for $775,957.07 utilizing the Park Replacement Fund. APPROVED by the City Council on this 9th day of January, 2018.
