City, Rotary continue free CPR/AED training
Plymouth, Minn. – Due to continued popularity, additional Heart Safe Plymouth training sessions have
been announced. A partnership between the City of Plymouth Public Safety Department and Rotary Club
of Plymouth, the free trainings teach bystander CPR and AED use to the public.
Wednesday Evening CPR/AED Trainings
The following training sessions are set for 7-8 p.m. Wednesdays on the second floor of the Plymouth
Public Safety Building, 3400 Plymouth Blvd., adjacent to City Hall. To register, visit
heartsafeplymouth.eventbrite.com. Space is limited to 30 participants per training session.

Saturday Morning CPR/AED Trainings
The following training sessions are set for 10-11 a.m. Saturdays at Plymouth Fire Station III, 3300

About the Training Sessions
Registration is required. Due to the popularity of the training sessions and limited space, early
registration is encouraged.
The one-hour training sessions are open to teenagers and adults who are interested in learning to help
save lives. Participants can learn hands-only CPR, which teaches chest compressions without mouth-to-
mouth breaths, as well as the use of an AED.
An AED, or Automated External Defibrillator, is a portable electronic device that automatically detects
disturbances in the rhythm of a heartbeat and is able to treat them through defibrillation, the
application of electrical therapy, allowing the heart to re-establish an effective rhythm.

Heart Safe Plymouth Background
The City of Plymouth was designated a Heart Safe Community in 2013 by the American Heart
Association. The program recognizes efforts by individual communities to improve their system for
preventing deaths caused by sudden cardiac arrest.
Rotary Club of Plymouth began holding free CPR and AED training sessions in 2012 and has helped train
more than 4,300 Plymouth residents and businesspeople. Sponsors include Heart Safe communities
through AHA, Minnesota Department of Health and Allina Health.
Businesses groups and organizations can obtain more information or schedule a free training. For more

Cutline: Since 2012, more than 4,300 Plymouth residents and businesspeople have been trained in

Office Renovation Project Will Affect City Hall Customers
Plymouth, Minn. – A three-month construction project aimed at reconfiguring office space for two city
departments will affect those conducting in-person business at Plymouth City Hall, 3400 Plymouth Blvd.
Beginning Wednesday, Dec. 20, residents who want to visit the Parks and Recreation Department will
need to travel to the Plymouth Creek Center, 14800 34th Ave. N. Office hours will be 8 a.m. to 4:30 p.m.
Parks and Recreation will remain at the temporary headquarters through March.
Other departments – Community Development, Engineering and Administrative Services – will remain in
City Hall during construction. Beginning late December, customers and those attending city meetings
will access City Hall through the adjacent Public Safety Building, as the entrance to City Hall will be
closed. Wayfinding signs will be posted.
The project will reconfigure and update the Administrative Services and Parks and Recreation
departments to create more efficient, flexible work space within the building’s existing footprint.
Temporary patches to those areas of the 40-year-old building also will be permanently repaired. The
project represents the first improvements to City Hall-based departments in more than two decades.

Adults-only event Jan. 19 features comedy, inflatables, arcade games
Plymouth, Minn. – Giant slides, inflatables and arcade games are no longer just for kids. Adults are
invited to unleash their inner child at the new After Hours at the Creek event, 7-10 p.m. Friday, Jan. 19
at the Plymouth Creek Center, 14800 34th Ave. N.
This adults-only event features a comedy performance by Last Comic Standing semi-finalist Tommy
Ryman, a DJ and music, food – including a pizza bar and appetizers – a cash bar, arcade games and
inflatables.
Tickets cost $25 per person and include a pizza bar, appetizers, a drink ticket and access to all
entertainment. Participants must be age 21 and older. Group ticket pricing is available.

Skate the Garden set for Jan. 11
Plymouth, Minn. – Lights, music and a frozen pond will replace blooming flowers and waterfalls at
Plymouth’s popular Millennium Garden. The city’s new Skate the Garden event is set for 6-8 p.m.
Thursday, Jan. 11 at the Plymouth Creek Center’s Millennium Garden, 14800 34th Ave. N.
Residents are invited to bring their ice skates and enjoy the Millennium Garden, transformed into a
winter wonderland. The event will feature special guest Plymouth Mayor Kelli Slavik.
Hot chocolate and treats will be provided. The event is free and open to the public.
The city will maintain the ice rink on the garden pond through the month of January, weather

Members of the LMCIT property/casualty program will share in a $6 million dividend this year,
bringing the sum of dividends returned to members since 1987 to $327 million.

Factors Driving the 2017 Dividend
Every year the LMCIT Board determines whether a dividend can be returned, and if so,how
much. Several considerations are weighed, with the ultimate decision involving a comparison of
the LMCIT year-end fund balance(also known as member equity or surplus)to a targeted amount
of fund balance.
Typically, the major driver behind whether a dividend can be returned is how rates in recent years
compare to LMCIT's loss experience. Premium rates are designed to pay for projected losses,
expenses, and a safety margin in case losses turn out to be greater than expected. If losses turn out
to be at or below LMCIT's projections,the safety margin isn't needed and can either be returned to
members as a dividend or used to strengthen LMCIT's fund balance.
As the graph shows, LMCIT returned particularly high dividends in 2015 and 2016. In 2015,
estimates of LMCIT's outstanding liability for claims incurred before May 31, 2014 decreased
about$8 million because of favorable claim development. In 2016, favorable loss development
continued and, in addition, several favorable court decisions allowed LMCIT to release a
significant portion of funds it had reserved for claims related to the Drivers' Privacy Protection
Act(DPPA).

In November 2016, rates were set for the coming year to produce a safety margin of$7 million,
which included interest on investments. When the LMCIT Board conducted its annual
financial review of the property/casualty program for 2017, actuarial estimates, interest earning,
and members' losses (claims related to property,police liability, employment liability and auto
physical damage were less favorable) were evaluated, and it was determined that a$6 million
dividend could be returned to members while maintaining appropriate rate stability going forward.
Of course, LMCIT's hope is that loss development for prior years is better than expected as time
goes on,just as it hopes losses for the coming year are better than expected,both of which would
potentially allow LMCIT to return larger dividends to members in future years.
Dividend Calculation
The first step the LMCIT Board takes in determining the dividend amount is to look at LMCIT's
actual fund balance compared to the fund balance targets the Board has established. This year the
Trustees determined that $6 million could be returned to members.
The next step is to calculate the dividend. The formula for calculating the dividend is designed to
return proportionally greater amounts to members that have been with LMCIT for a longer period
and that have been most successful in avoiding and controlling losses. Here are the steps to
determine the dividend for each individual member:
Step 1: Each member's adjusted losses are subtracted from its gross earned premiums.
Step 2: After calculating Step 1, the remaining dollar amount for each member is added together.
This is the total that is used to calculate each individual dividend amount.
Step 3: The amount for each member calculated in Step 1 is then divided by the sum of all
members calculated in Step 2. This results in each member's percentage, or share, of the
6 million total that's available as a dividend this year.
The enclosed data sheet shows the exact figures, including your percentage of the dividend share,
that were used to calculate your dividend. A few definitions may help as you look at this
information:
Gross Earned Premium:This figure is your total of all earned premiums through May 31 for the past
20 years.
Adjusted Loss: This figure is your losses for the past 20 years,minus applicable deductibles,and after
capping each individual large loss. Each individual loss is capped at the lesser of$200,000 or 200
percent of the member's annual premium for the year of the loss. Without this cap,a small or mid-sized
entity that experiences a catastrophic loss might not receive any dividend for many years.

Future Dividends
The goal of LMCIT is to manage risk—in other words,uncertainty. There's no guarantee a
dividend will always be returned to members because it is impossible to know precisely what
losses will occur or cost. Dividend amounts will vary from year to year just as they have in the
past.
With that said, LMCIT will do its best to estimate and project what loss costs will be, and will
continue to return to members any funds that aren't needed for losses, expenses, or reserves. While
it can't guarantee future dividends, members should be proud of their success accomplished in
controlling losses during 2017.
