HomeMy WebLinkAboutCity Council Resolution 2017-381 C ITY OF P LYMOUTH R ESOLUTION N O. 2017-381 R ESOLUTION A PPROVING THE 2018 C OMPENSATION AND C LASSIFICATION P LAN FOR N ON-R EPRESENTED E MPLOYEES WHEREAS, the classification and compensation plan has been updated to align with the 2018 budget which has been submitted to the City Council for review and approval; and WHEREAS, the City Council believes that the work performed by employees for the City of Plymouth should be recognized through formal wellness and recognition programs; and WHEREAS, the City Council further believes that wellness and recognition programs often result in employee job satisfaction and productivity which result in excellent customer service for residents and businesses; and WHEREAS, the City Council further believes that the safety practices of City of Plymouth employees have a direct impact on public service and on reduced rates for insurance and workers’ compensation claims; and WHEREAS, non-represented police and fire personnel are required to wear and maintain uniforms; and WHEREAS, city staff has developed a recognition program for volunteers based on their service to the community; and WHEREAS, the programs listed herein provide a direct benefit to residents and local businesses; and WHEREAS, these programs have been funded under the appropriate line items in the budget as presented to the city council. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should does: 1. Approve the 2018 Classification and Compensation Plan effective December 16, 2017 and the 2018 health and dental insurance plans and contributions levels for non-union employees. 2. Approve a 3% general wage adjustment for the city manager and amend his employment agreement to reflect that the hours equivalent of the dollar amount over the salary cap waiver will be placed in a PTO bank. The hours in the PTO bank will be withdrawn by the city manager at the time of retirement at his then current rate of pay. 3. Approve an annual clothing allowance of $975 for 2018 for regular non-union police and fire personnel. 4. Approve the following changes in the city’s 2018 staffing levels: FTE Position Department 2.00 Patrol Officers Police 1.00 Utilities Operator Public Works 0.50 Office Support Representative (part-time) City Administration -0.50 Meter Reader (part-time) Administrative Services -1.00 Assistant Ice Center Manager Parks and Recreation -0.20 HRA Specialist Community Development 5. Approve continuation of volunteer and employee recognition and wellness and safety programs as budgeted. 6. Direct the city manager to proceed with the ongoing implementation and maintenance of the compensation plan and its components. APPROVED by the City Council on this 12th day of December, 2017.
