HomeMy WebLinkAboutCity Council Minutes 11-14-2017 SpecialAdopted Minutes Special Council Meeting November 14, 2017 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on November 14, 2017. COUNCIL PRESENT: Mayor Slavik, Councilmembers Davis, Prom, Wosje, Carroll, and Johnson. ABSENT: Councilmember Willis. STAFF PRESENT: City Manager Callister, Community Development Director Juetten, Public Works Director Thompson, Park and Recreation Director Evans, Public Safety Director Goldstein, Fire Chief Coppa, Finance Manager Bursheim, Supervising Accountant McMackins, Deputy Director of Park and Recreation Northway, Recreation Manager Hemp, Creek Center Manager Fleck, and City Clerk Engdahl. ,Budget Finance Manager Bursheim provided an overview of the Capital Improvement Plan, operating budget, tax levy and tax impacts. Creek Center Manager Fleck discussed options for the Plymouth Historical Society. He noted that at the September 12 study session, members of the Plymouth Historical Society requested the City take over management and general operations beginning in 2018. Current members of the Plymouth Historical Society would assume an advisory role starting in 2018. The majority of the Council stated they support Option 1 as noted in the staff report, which would be a joint partnership. This would be a collaborative model where the Plymouth Historical Society would remain for the benefit of donations, grants, membership, historical preservation and knowledge. The City would contribute by funding a part-time position to operate, program, work with volunteers, write grants, digitize information and evaluate the operation as a whole. City Manager Callister provided 2018-2027 projections/cash flows for the street reconstruction and park replacement levies. He also discussed with the Council the property tax levy for 2018. The majority of the Council stated they support shifting $500,000 from the street reconstruction levy to the park replacement levy starting in 2018 and a 4.7% property tax levy for 2018. Future Study Sessions The Council scheduled a study session on February 13, 2018 at 5:30 p.m. to discuss state of the streets in the City.
