Special Council Meeting
October 24, 2017
Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on October 24, 2017.
COUNCIL PRESENT: Mayor Slavik, Councilmembers Davis, Prom, Wosje, Carroll, and Willis.
ABSENT: Councilmember Johnson.
STAFF PRESENT: Administrative Services Director Fischer, Community Development
Director Juetten, Deputy Police Chief Plekkenpol, Public Works Director Thompson, Park and
Recreation Director Evans, City Attorney Knutson, and City Clerk Engdahl.
Minimum Age to Purchase Tobacco
The Council discussed the materials contained in the Council packet regarding this item and the
draft ordinance that the City Attorney had prepared which would amend the city code to increase
the age to purchase tobacco products from 18 to 21. Mayor Slavik noted at the September 26
study session, the Council requested additional materials and scheduled this evening's study
session and a public hearing on November 28. She asked after reviewing the additional materials
if there was an interest to proceed with conducting the public hearing on November 28.
Councilmembers Carroll, Willis, and Davis indicated they wished to proceed with the public
hearing while Councilmembers Prom and Wosje and Mayor Slavik indicated no. Since there was
no majority due to Councilmember Johnson being absent, Mayor Slavik directed the City Clerk
to contact Councilmember Johnson to determine if she supported proceeding with the public
hearing. If Councilmember Johnson didn't support proceeding with the public hearing, it would
be removed from the November 28 Council agenda. The City Clerk was requested to notify the
Council immediately after receiving the answer from Councilmember Johnson.
Future Study Sessions
The Council scheduled a study session on January 23, 2018 at 5:30 p.m. to receive an update on
the Highway 169 Mobility Study.
Adiournment
Mayor Slavik adjourned the Special Meeting at 6:30 p.m.
