At the October 26, 1999 joint meeting of the City Council and Planning Commission, Bill
Morris from Decision Resources will present the results of the City Survey.
The survey data is attached. Mr. Morris will distribute an executive summary of the survey at
the meeting. The report will include comparisons of the data with previous city surveys and
with surveys taken by other area communities.

located in Minneapolis. We've been retained by the City of
Plymouth to speak with a random sample of residents about issues

Roadways in the City of Plymouth consist of both city and county
streets and state highways. City streets are those found in
residential neighborhoods and also include major streets such as
Vicksburg Avenue and Fernbrook Lane. The county maintains County

2. BACKGROUND
This is the draft of the Public Facilities chapter of the Comprehensive Plan. The Public Facilities
chapter includes an inventory of all public facilities in Plymouth, a needs assessment of the City -
owned facilities and implementation strategies to be used to accomplish the goals.
The needs assessment includes a discussion of the fourth Fire Station. The chapter includes a
summary of the August 10, 1999 report to the City Council and the City Council direction to
include the fire station in the Capital Improvements Program and continue to review both the
joint facility with Maple Grove and the stand-alone facility.
The needs assessment did not identify any building expansions beyond those already planned at
City Hall, the maintenance building or the existing fire stations. The analysis assumed that
current levels of service would be maintained. However, if the City increases the services it
provides, additional space for staff and equipment may be required. The City will need to
monitor facility needs as part of its annual budget and Capital Improvements Program review.
Facility needs will also be reexamined with the required 10 -year update of the Comprehensive
Plan.
The Public Facilities chapter also includes a section about the Parkers Lake Cemetery. There are
no plots available in the City -owned Parkers Lake Cemetery. If the City finds that expansion of
the public cemetery is desirable, the City should consider acquisition of more land for the
cemetery. The chapter recommends that the City study the cemetery issues and provide options
for the City Council to consider.
Staff has included a copy of the public facilities policies, which will be added to the Policy Plan
chapter of the Comprehensive Plan.

11.1 PURPOSE OF CHAPTER
The purpose of this Chapter is to evaluate the future needs for City -owned facilities;
specifically, City Hall, the maintenance building, fire stations and cemetery. This
Chapter will only include those facilities that are not covered by other plan elements;
therefore, it will not address park facilities, water treatment plants or water towers
because they are addressed elsewhere in the plan.
The inventory includes public facilities owned by other governmental units and semi-
public facilities such as churches and schools, but the City did not evaluate the future
needs of those facilities.
11.2 PUBLIC FACILITIES INVENTORY
11.2.1 CITY -OWNED BUILDINGS
Figure 11-1 identifies all City -owned buildings and land.
11.2.1.1 City Hall and Public Safety
Plymouth City Hall complex is located at 3400 Plymouth Boulevard in the City Center
area. The approximately 70,000 -square foot building houses most of the City
departments, including administration, community development, engineering, finance,
parks and recreation, and public safety. The original building was built in 1977. In
1993, the City constructed the public safety building and, in 1995, the City constructed
an addition to City Hall that included a connection to the public safety building.
11.2.1.2 Maintenance Building
The maintenance building is located at 14900 23rd Avenue North. This facility houses
the sewer and water, streets and park maintenance divisions. The 67,495 -square foot
facility was constructed in 1992. A 21,696 -square foot building addition will be
constructed in 2000 to provide additional vehicle storage space.
11.2.1.3 Fire Stations
Plymouth has three fire stations. Fire Station 1 (13205 County Road 6) was constructed
in 1990, Fire Station II (12000 Old Rockford Road) was constructed in 1977, and Fire
Station III (3300 Dunkirk Lane) was constructed in 1989.
11.2.1.4 Parkers Lake Cemetery
The 2 -acre cemetery near Niagara Lane and County Road 6 is owned and maintained
by the City of Plymouth.

11.2.2 OTHER PUBLIC FACILITIES
Figure 11-2 identifies the location of all other public facilities, including the Hennepin
County Adult Correctional Facility, library, churches and public and private schools.
11.3 NEEDS ASSESSMENT
11.3.1 FACILITIES NEEDED TO SERVE AN EXPANDING POPULATION
In June 1998, the Plymouth Finance Department completed a needs analysis of public
facilities as part of its overall analysis of the potential impacts of urban expansion into
the northwest area of the City.
The analysis showed that at full urban development, staff needs could be
accommodated in the existing facilities and no building expansions beyond those
already planned, would be required at City Hall, the maintenance building or the
existing fire stations to accommodate future growth. The analysis assumed that the
maintenance building addition would be constructed in 2000 as scheduled. The
analysis also assumed that the current levels of service would be maintained and the
City would continue to operate with a volunteer fire department.
The study concluded that the City could maintain the current levels of service to an
expanded population without major building expansions during the time frame of this
plan (2020). However, the needs analysis did show that even without full urban
expansion into the northwest area, that the City would need to build a fourth fire station
to serve that area of Plymouth. The need for an additional fire station is discussed
further below.
If the City increases the services it provides, additional space for staff or equipment
may be required. The City will need to monitor facility needs as part of its annual
budget and Capital Improvements Program review. Facility needs will also be
reexamined with the required 10 -year update of the Comprehensive Plan.
11.3.2 FINANCING BUILDING IMPROVEMENTS
The City has established a public facilities fund to cover building renovations and
replacements. The replacement funding schedule is based on the useful life of a facility.
Current fund projections provide for major remodeling of the public safety building in
2012 and major remodeling of City Hall in 2015. A typical depreciation schedule would
assume a 50 -year useful life for these facilities, but the City assumed a 20 -year life for
the public safety building and City Hall after the 1995 addition/remodeling project. This
shortened period was based on the limited space available for building or parking
expansions on the site. The 1998 needs analysis appears to indicate that space on the
current site should be adequate. However, the City should monitor the needs at these
facilities and include improvements in the Capital Improvements Program as needed.

Improvements to the public safety building would be funded entirely from the public
facilities fund. Improvements to City Hall would be funded in part from the public
facilities fund and the remaining funds from funding sources yet to be determined.
The public works building and the fire stations are not scheduled for major remodeling
until after 2020.
11.3.3 FIRE STATION IV
Recent analysis by the public safety and community development departments found
that a fourth fire station is needed prior to 2020 to provide better response time to
existing property owners and future development in the 2020 expansion area. (August
10, 1999 report to the City Council.)
The three existing fire stations are able to serve the majority of the City within an eight -
minute drive time. The response time currently exceeds eight minutes in portions of
northwest Plymouth. A five-minute response time is the industry standard. The
addition of a fourth fire station would improve response time in northwest Plymouth.
The addition of Fire Station IV would provide far more comprehensive coverage to the
entire City and would enable the City to:
1. Improve response time to at least 4,000 homes by an average of more than 1.5
minutes.
2. Ensure a five-minute drive time to nearly 90 percent of the City.
3. Meet the demand for increased services due to development in northwest Plymouth.
4. Provide better and quicker backup to existing Fire Station II and Fire Station III.
The City Council directed staff to include Fire Station IV in the Comprehensive Plan and
Capital Improvements Program and pursue the option of a joint facility with Maple
Grove while continuing to study a stand-alone fire station in Plymouth. Staff is
reviewing both a joint facility north of Vicksburg Lane and County Road 47 and a stand-
alone facility at Vicksburg Lane and Schmidt Lane Road. The joint facility could be
completed in three to five years. The stand-alone site could be completed in five years.
11.3.4 PARKERS LAKE CEMETERY
Although there are two private cemeteries in Plymouth (Mount Olivet Lutheran Church
and the Parish Community of St. Joseph), the Parkers Lake Cemetery is the only public
cemetery in the City of Plymouth. The majority of the 1,154 plots in the Parkers Lake
cemetery have been occupied and the 345 remaining vacant plots in the cemetery have
been reserved. The cemetery property cannot accommodate additional plots, but the
City could acquire the property directly north of the cemetery for future expansion.
The City Council should consider the need for a public cemetery in Plymouth. If the

11.4 PUBLIC FACILITIES STRATEGIES
1. Include funding for Fire Station IV in the five-year Capital Improvements Program.
2. Continue to pursue the option of a joint fire station with Maple Grove while
continuing to study a stand-alone fire station for the City of Plymouth.
3. Continue to set aside funds in the public facilities fund for replacement or major
remodeling and maintenance of public facilities.
4. Consider the need for a public cemetery in Plymouth. If the City Council finds that a
cemetery expansion is desired, the City Council should direct staff to study the issue
and provide options for the City Council to consider.
