Moore, P.E., Director of Public Works SUBJECT: COUNTY ROAD 101 IMPROVEMENTS COUNTY ROAD 24 TO HIGHWAY 55 CITY PROJECT NO. 9005 About a week ago, you were provided with a preliminary layout for the improvement to County Road 101 from Highway 55 to and including the County Road 24 intersection. This project has been a high priority for the City and is proposed for construction by the county next year. The Council has established a study meeting at 5:30 p.m. on Tuesday, October 5, for a presentation by the county on the preliminary plan. The preliminary plan was developed after an informational meeting (July 29) where all property owners within 750 feet were invited for a general presentation on the project. At that meeting, no preliminary plans were available but only traffic projections and other conditions that need to be met for the improvement. A second informational meeting was held by the county on September 27. At that meeting, the preliminary plan which the City Council will be reviewing with the Council was available for review by the public. The same mailing area received a notice of this public information meeting along with answers to the most frequently asked questions at the first meeting. I am attaching a copy of the comments received at each public open house along with a summary of the those comments prepared by the county's consultant for this project. The main feature of the preliminary plan is that the proposed improvement would be a four lane divided roadway with a raised median. This roadway is proposed to be constructed to meet the expected traffic demands for the next twenty years. Traffic is projected to increase to approximately 20,000 vehicles per day by the year 2020. SUBJECT: COUNTY ROAD 101 IMPROVEMENTS COUNTY ROAD 24 TO HIGHWAY 55 CITY PROJECT NO. 9005 Page 2 At the information meeting, the county has received many comments from property owners and where possible changes were or will be incorporated in the plan. Many of the comments from the first meeting have already been incorporated within the plan. It is expected that the county will forward to the City a formal request to approve the preliminary layout for the October 19 meeting. The approval of the preliminary layout would be approving the proposed four lane divided roadway with a raised median. The City can also provide comments for input into the final design. After the final design is complete it would be back to the City for final approval. We have resided at 17915 3& Place N. since 1973. Our house is locked on the corner of Hwy 101 and 30'h Place (one block with of Cty Rd 24) which will be affected by the proposed reconstruction of Hwy 101. We hereby provide the following statements and a proposed solution. 1) As a xedred couple we do not see any advantages to us in the proposed mad reconstrua ion. 2) Since the Fisher Pond development installed a fence across from us the exhaust fumes and noise bounce back to our home. For that reason we are unable to have our door or windows open. 3) Whc . we bought our home in 1973 the signs listed Plymouth's population in the 171Cs — now we are looking at over 521L Right now the traffic is bumper to bumper from mid afternoon to approximately 6:oo p.m. (MF) and heading north on 101, 4) The trade has increased and will Ruttier increase with the proposed four lane mad. This is creating an unhealthy situation. The newer housing developments east and west of Hwy 101 and north of txy 24 are already protected with berms or fc=c& These must be some ldnd of EPA regulation to protect us long time residents. To give you a little history on this situation, our home is an old farm home. It is the original farm for the area and has been on this property for over 100 years. We purchased the property 10 years ago and at that time the realtor, Marie Boomgaarden, and I both contacted the city and county regarding the possible future highway expansion. The realtor had to throughly investigate the issue due to a possible relocation buy out from the previous owners employer. We also were very concerned as potential home buyers since the easement comes within 6 feet of the front porch. We were both told at that time that any highway expansion would take the path of least resistance. Asking the city what that meant, we were told that since the west side of the highway was populated with homeowners and the east side was farmland, if and when the highway was to be expanded the additional roadway would go to the east not the west. As recently as one year ago we still thought this since new homeowners (Mr. & Mrs. Reed) moved in three doors down and said they too checked with the city when they purchased and were told again by the city that any highway expansion would go to the east of the existing highway. Now, 10 years after purchasing the property, the city and county are both ready to do the project. We do realize the highway does need to be improved and widened due to area growth over the past few years and future expected growth. We as homeowners however, feel that bringing the highway any closer to our home will not only greatly deplete our property resale value but is a great safety issue and concern of ours since we have two children. Our children have grown up in this home, have many friends in this neighborhood and have only attended Greenwood Elementary School which is part of this. neighborhood. We would hate to have to move from this home. We have had many conversations with county officials as well as city officials and council members. Our local council members, Tim Bildsoe and Judy Johnson, seem to be the only people that feel we are in an unique situationand that our family will be greatly affected by its outcome. As you can see, on the plan we are not lined up with the other homes in our neighborhood along the west side of 101. Also, the other homes are facing Queensland Lane which does run along our property line behind us, so our home could be easily moved on the lot in line with the other homes and turned to face Queensland. We feel this would cause the least amount of impact to our home, neighborhood and to the cost factor of the project. Also, in moving the home on the lot we, as well as our neighbors, feel it would be a win - win situation for all involved. It would keep the value of our home from being depleted as well as make the neighborhood look like a complete neighborhood. This in turn would create tax revenue to both the city and county. At the first meeting the county had in August, we filled out a comment card and said the county should do one of the following: 1. Buy us out. 2. Buy out the structures on the lot and allow us to rebuild on the lot turned facing Queensland Ave and in line with. neighbors, or 3. Move the existing home around and in line with the neighbors and have us live on Queensland which would put a greater distance between us and the proposed highway. In August I paid a visit to the city to get a copy of the plans and met Mr. Fred Moore, City Planner. He proceeded to say that yes our property was an issue, but it should have either been moved or leveled by the city in 1974 when they took the easement becauseof where the home is located on the lot. More or less in his words, it was our tough luck that the city didn't take care of things some 25 years ago. Some county and city officials seem to think we should not have a problem living within feet of the highway and treat us as being unreasonable in feeling the way we do. I have yet to meet a person who would want to move into my home since the highway project has been made public. Mayor and Council Members, I have also enclosed current pictures of our property so you can get a visual idea of what I am trying to explain we would loose here. Within this past week 1 have been told by County Commissioner Penny Steele, that the county cannot help us since legally they say they can not make- an offer to move. the home or other structures on the lot (which I have since found out is not illegal). They also feel our situation is a city issue. Commissioner Steele also stated that the county can only help us resolve this issue if the City of Plymouth Council Members state that our property is an issue that needs to be dealt with by the City and County within this project. In the meantime the city says they cannot help us because it is a county issue and county project. They both have been very diplomatically passing us back and forth. Through an email (copy enclosed) from Dan Faulkner City Engineer, I was told that unfortunately they the city engineers and planning dept.) have to ask the council to vote in the plan as it is knowing that we would be negatively impacted. He justified this by saying that for the benefit of most (travelers and users of the roadway) the few negatively impacted properties are not a concern. We feel we need help in this matter and are hoping that you can help us. So, as you can see this would take a substantial amount of what has historically been perceived as the front yard to this 100+ year old home. Not to mention, bring the raodway closer.
