RE: Future Regional Trail Corridor
Three Rivers Park District is preparing to move forward with identifying a new regional trail corridor
between Lake Minnetonka Regional Trail near Minnetonka City Hall and French Regional Park. This
includes a new regional trail section through Plymouth.
Three Rivers Park District has approached the City to be an active member of the planning team.
Planning in is the early stages and Three Rivers Park District desires the City to participate and provide
guidance on the identification and evaluation of potential routes.
The exact location of the trail corridor is to be determined through the work with local communities and
Hennepin County. Attached you will find a summary from Three Rivers Park District.
There was an initial meeting held with Three Rivers Park District staff and with City of Plymouth staff
(Planning, Engineering and Parks & Recreation). It was decided going forward that Sonya Rippe, Project
Coordinator in Parks & Recreation will be the lead staff person for the City. She will keep staff and City
officials informed on the corridor study.

Project Summary
Regional Trail Route Evaluation: French Regional Park to Bryant Regional Park
Background:
Three Rivers’ Regional Trail System Plan includes a new north-south
regional trail spanning almost the entire length of Hennepin County
and connecting several regional park and trail assets. This study
focuses on the segment of the corridor between French Regional Park
in Plymouth and Bryant Lake Regional Park in Eden Prairie with
connections to the Luce Line, Dakota Rail, Lake Minnetonka and
Minnesota River Bluffs Regional Trails.
The exact location of the future regional trail is not yet known, as such
Three Rivers is working with local communities, including Plymouth,
and Hennepin County to identify and evaluate potential routes.
The desired outcome of this study is identification of one preferred
regional trail route which is publicly and politically supported, feasible,
financial responsible, and is safe and comfortable for all users
regardless of skill, age, ability, and activity.
The study includes a technical feasibility and cost analysis for each
identified route and opportunities for community members to review
and provide feedback on the potential routes. The study team will
craft the public and political engagement process to meet the needs
and expectations of the local communities.
This study is the first step in a long-term implementation process
which will require completion of a master plan, a cooperative regional
trail agreement with partners and future funding.
As a component of the regional trail system, Three Rivers will be the
primary party to plan, fund, design, construct, operate and maintain
the future regional trail.
City Role:
-Participate on the study team (attend meetings, identify potential routes, provide existing
technical data (i.e. road right-of-way width, as-builts, and similar) and represent Plymouth’s
interests throughout the study.
-Help craft and implement the public and political engagement and approval processes.
-Review and approve the preferred route at the completion of the planning process.

Plymouth Yard Waste Site set to close for the season Nov. 26
Plymouth, Minn. – The Plymouth Yard Waste Site, 14900 23rd Ave. N., is set to close for the season
Sunday, Nov. 26, weather permitting.
Residents may dispose of spring lawn rakings, leaves, vegetative garden waste and brush or tree waste.
Materials not accepted include grass clippings, lumber, sod, soil and stumps.
The site is available for Plymouth, Wayzata, Long Lake and Medicine Lake residents only. Proof of
residency – a driver’s license or utility bill – is required. There is no charge.
During the fall, the site is open 3-6 p.m. Wednesday through Friday and 10 a.m. to 5:30 p.m. Saturday
and Sunday, weather permitting.
Due to the site’s popularity in the fall, residents are encouraged to arrive at least 30 minutes prior to
closing time.
The site will be closed Thursday, Nov. 23 and Friday, Nov. 24 for Thanksgiving.

Plymouth Ice Center upgrades complete as national
tournaments come to town
Plymouth, Minn. – Throughout the past year, the Plymouth Ice Center has undergone a significant set of
upgrades. The improvements are now complete and in time for the regular hockey season and to host
two national tournaments.
The first tournament, the USA Hockey Sled Classic, comes to PIC Nov. 16-19. The annual tournament is
presented by the National Hockey League and showcases 28 NHL-affiliated sled hockey teams. City of
Plymouth officials will participate in a ceremonial puck drop to kick off the tournament prior to the first
game at about 4:45 p.m. Thursday, Nov. 16. For more information and a tournament schedule, visit

PIC will also host the USA Hockey National High School Tournament – featuring the best high school
hockey teams from across the country – March 22-26, 2018. Both tournaments promise to be a boon to
the local economy as tournament-goers are expected to spend significant dollars on lodging, food,
transportation, supplies, gear and entertainment.
Upgrades at PIC
This year’s upgrades to PIC included reconfiguring PIC’s main rink from Olympic to professional size,
which is expected to increase rink rental demand and allow more organizations to utilize PIC. The
center’s refrigeration system was also transformed by replacing an outdated R22 Freon system with an
ammonia-based coolant. The new system significantly reduces environmental risk and boosts energy
efficiency. The floor of the main rink, which was formerly sand, has been rebuilt as concrete to remedy
uneven cooling issues. Combined, the refrigeration and floor upgrades are expected to save roughly 30
percent in energy costs.

The upgrades totaled an investment of roughly $2.2 million. As an enterprise fund for the city, the
improvements are designed to keep the facility competitive and generating revenue to cover operating
expenses. Along with $150,000 from the Wayzata Youth Hockey Association and a $100,000 James
Metzen Mighty Ducks Ice Arena Grant from the state, the improvements are projected to achieve
project cost payback within a decade.
Drawing more than 500,000 visitors a year, PIC is one of the busiest ice arenas in Minnesota. PIC serves
as home ice for Wayzata boys and girls hockey programs, and Providence Academy high school hockey.
PIC is also home to the Wayzata Youth Hockey Association – the second-largest youth hockey association
in the nation.
Photo Cutline: The Plymouth Ice Center will host two national hockey tournaments in the coming
months. Recent upgrades at PIC included converting the main rink from Olympic-size with a sand floor to
professional-size with a concrete floor.

raise tobacco age

ST. CLOUD, Minn. — St. Cloud's mayor says he'll block the City Council's vote to raise the tobacco-
buying age from 18 to 21.
Mayor Dave Kleis says he won't sign off on the resolution passed Monday night by the council on a 4-3
vote. The council would need five of its seven members to vote to overturn the mayor's action.
Meanwhile, the City Council in Bloomington voted to increase the age to 21 on an unanimous vote
Monday night.
Edina and St. Louis Park were among the first Minnesota cities to raise the age to 21.
