HomeMy WebLinkAboutCity Council Minutes 09-26-2017 SpecialAdopted Minutes Special Council Meeting September 26, 2017 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on September 26, 2017. COUNCIL PRESENT: Mayor Slavik, Councilmembers Davis, Prom, Johnson, Carroll, Wosje, and Willis. ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Public Works Director Thompson, Creek Center Manager Fleck, Public Safety Director Goldstein, and City Clerk Engdahl. Minimum Age to Purchase Tobacco A considerable amount of discussion was held on whether the Council should consider an ordinance amending the City Code to increase the age to purchase tobacco products from 18 to 21. The points of the discussion centered around: 1. The cities of Edina and St. Louis Park have recently enacted this type of ordinance. Should Plymouth take the lead and do the same? 2. How would this action affect the Plymouth business community? 3. Studies show the adverse effects of smoking on one's health long-term and impacts to health insurance rates. 4. Increasing the age to purchase tobacco products could assist in discouraging young adults from starting the habit. 5. Should the Council take a wait and see approach to see if the Legislature changes the law rather than individual cities enacting ordinances? 6. Should the City request Hennepin County to act on this issue? Motion was made by Councilmember Johnson, and seconded by Carroll, to conduct a study session on October 24 at 5:30 p.m. and a public hearing on November 28 at 7 p.m. on an ordinance amending the City Code to increase the age to purchase tobacco products from 18 to 21. Staff was directed to contact Hennepin County and the City's legislative delegation to consider acting on this issue and to provide a proposed ordinance and information comparing smokingto o vaping for the meeting on October 24. With all members voting in favor, the motion carried. Adopted Minutes 1 of 2 Special Meeting of September 26, 2017 Set Future Study Sessions The Council added the quarterly City Manager's update to the December 5 special agenda. In addition, they scheduled a study session on January 9 at 5:30 p.m. to discuss goals and legislative priorities for 2018.
