1. CALL TO ORDER
Chair Riley called the meeting to order at 7:05 p.m.
2. APPROVAL OF MINUTES
Motion by Commissioner Swanson, seconded by Commissioner Sunseri, recommending approval of
the June 8, 2017 Park and Recreation Advisory Commission meeting minutes as written. With all
members voting in favor, the motion carried.

4. PRESENTATIONS (NON -ACTION ITEMS):
4a. Tree £t Weed Inspection Technology - Sonya Rippe
Project Coordinator Sonya Rippe was on hand to share some process improvements recently
implemented for the City's weed and tree inspection process. Staff were looking for a way to
streamline the process and make it more efficient for staff, yet still include sufficient information
for the resident.
Using the Canvas software, Coordinator Rippe created several applications for collecting the
necessary information, taking photos of the issue, and auto -generating a letter to the resident. In
the example of staff checking on a report of a tree with Dutch elm disease, staff can enter the date
and time they arrived, the owner's information, generate a map with the exact location, and enter
in any site factors.
The application can now also track how many issues have been reported at each property.
Plymouth has a "three strike" system where residents are fined after their third reported issue.

5. NEW BUSINESS (ACTION ITEMS):
5a. Name for New Mini Park - 6110 Garland Lane N (Action)
A new mini -park will be developed in 2018 in the northern part of Plymouth, near the Plymouth
Dog Park and the former site of the Silver Buckle Saddle Club.
Several name choices were suggested to Commissioners based on the park's physical
characteristics and history of the parcel. Suggestions were; Saddle Run Park, Horseshoe Hill Park,
and Wagon Wheel Park.
Commissioners discussed and agreed on Horseshoe Hill Park. They suggested that a horseshoe pit
feature be considered for the park.
Motion by Commissioner Sunseri, seconded by Commissioner Burkhardt, recommending the
approval of Horseshoe Hill Park as the name of the new mini park on 6110 Garland Ln N. With no
objection, the motion passed.
5b. Name for New Mini Park - 181016 1" Ave N (Action)
A second mini -park will be developed in 2018 at 18101 61St Ave N. Based on the history of the site
and its location to The Meadows Park and Meadow Ridge Elementary School, several options were
suggested.
Suggested names were; Sunset Park, Meadow Ridge Park, Harvest Park and Homestead Park.
Motion by Commissioner Swanson, seconded by Commissioner Burkhardt, recommending the
approval of Harvest Park as the name of the new mini park on 18101 611T Ave N. With no
objection, the motion passed.
6. COMMISSIONER/STAFF UPDATE
• Erik Halverson has been hired to replace Bill Abel as the Plymouth Ice Center Manager. Bill
Abel will be retiring on Friday, October 27. Erik will be introduced at the October PRAC
meeting.
• Plymouth on Parade will be held Saturday, September 23. The parade will start at 10:30am,
with post -parade events taking place from noon-2pm.
• The Farmers Market will continue to run through Wednesday, October 13.
• Weather permitting, the new Fieldhouse dome will be inflated on October 13.
• Halloween at the Creek will take place Friday, October 27. A few years ago staff tried hosting
the event on the Friday before Halloween, instead of on Halloween, and found the attendance
much higher.
• Currently % of the playground container is built at Crooked Creek Park. The playground itself is
expected to be installed the week of October 1.
• Three new portable restroom enclosures were added to the Northwest Greenway. They are
made of metal and wood materials with the Northwest Greenway logo on it.
• Staff meet with representatives from the Plymouth Historical Society. The Historical Society is
interested in handing over the management of the society to the City of Plymouth. A Study
Session was held with City Council. The Council is supportive of continuing the discussion of
transferring management to the City. Nearby Historical Societies were contacted in regards to
how/who ran their organizations. Many have a City government providing financial or staffing
support. Based on the current status of the Plymouth Historical Society, staff estimate it would
cost $30,000 to manage annually. Council Members felt that the amount of historical

information that has been collected thus far (since 1800's) was too important to get rid of, but
rather something to invest in and maintain.
• An open house for the Medina Road trail will be held in the near future. The Council is
supportive of completing this trail gap in 2018. Plans now call for the trail to be added to the
south side of the road.
• Fire & Ice will be held Saturday, February 3, 2018. This is the day before the Super Bowl, being
hosted in Minneapolis.
• The Pump Track Open House was well attended. Over 100 people stopped by to try their bike
or skateboard on the pump track. Third Lair and Maple Grove Cycling were onsite with
equipment to try.
• Improvements were made at the Ridgemount Tennis Courts. The asphalt was in too poor of
quality to complete the warranty paint work so the black top was removed and re -poured.
While the courts were being repaired, drainage problems underneath the court were fixed.
7. ADJOURNMENT
Motion by Commissioner Burkhardt, seconded by Commissioner Sunseri, recommending
adjournment of the Park and Recreation Advisory Commission meeting. With no objection, Chair
Riley adjourned the meeting at 7:56 p.m.

Plymouth's current trail system is an established network of more than 169 miles of city,
county and state trails and sidewalks that connect most neighborhoods to parks,
schools and commercial areas. Within the trail network, there are gaps that need to be
filled and connections that must be made to ultimately provide better access to schools,
parks, transit facilities and other destinations. This gap is recommended on the south
side of Medina Road from Greenwood Park to Brockton Lane.
You are invited to attend the Open House on November 9, 2017 to:

• View maps of trail placement
• Provide feedback on project
