HomeMy WebLinkAboutCity Council Minutes 08-22-2017 SpecialAdopted Minutes Special Council Meeting August 22, 2017 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on August 22, 2017. COUNCIL PRESENT: Mayor Slavik, Councilmembers Davis, Prom, Carroll, Wosje, Willis, and Johnson. ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Public Works Director Thompson, Finance Manager Bursheim, Supervising Accountant McMackins, Park and Recreation Director Evans, Deputy Director of Park and Recreation Northway, Creek Center Manager Fleck, Parks and Recreation Project Coordinator Rippe, City Engineer Renneberg, Public Safety Director Goldstein, Community Development Director Juetten, Fire Chief Koppa, and City Clerk Engdahl. Capital Improvement Plan (CIP) Staff discussed the proposed CIP with the Council. The Council requested follow-up items on the CIP. City Manager Callister discussed the 2017 surplus funds and stated staff is recommending $1,876,373 be allocated to the Public Works expansion project and $990,546 be allocated to the park replacement fund. The majority of the Council supported the proposed allocations. City Manager Callister stated the proposed maximum tax levy is 4.9%. The majority of the Council seemed comfortable with the proposed levy, but staff will continue reviewing the budget to reduce that amount. The Council cancelled the "if needed" budget/ClP study session that was scheduled for August 29. Future Trail Plans Staff discussed trail segments for consideration as outlined in the staff report for 2018. Council recommended the following trail projects: 2018 Gap #43, south side of Medina Road from Brockton Lane to Greenwood Elementary Adopted Minutes 1 of 2 Special Meeting of August 22, 2017 • Gap #112, east side of Revere Lane from Old County Road 15 to 6th Avenue 2019 2021 Gap #113, south side of 32nd Avenue from Vicksburg Lane to entrance to Fresh Thyme Gap #56, north side of Old Rockford Road from Vicksburg Lane to Rockford Road Set Future Study Sessions The Council moved the topic of median/beautification projects on the September 12 Study Session at 5:30 p.m. to a Study Session on November 28 at 5:30 p.m. The Council will discuss the Plymouth Historical Society on the September 12 Study Session.
