HomeMy WebLinkAboutCity Council Resolution 2017-288 C ITY OF P LYMOUTH R ESOLUTION N O. 2017-288 R ESOLUTION A PPROVING S ITE P LAN A MENDMENT FOR O RBITAL ATK LOCATED AT 4700 N ATHAN L ANE N ORTH (2017 069) WHEREAS, Orbital ATK has requested approval of a site plan amendment to allow parking lot changes and related site improvements at 4700 Nathan Lane, legally described as: That part of Lot 1, Block 1, Drakeland Business and Technical Center, lying Northerly, Northeasterly and Northwesterly of the following described line and its Westerly extension: Commencing at the most Easterly Southeast corner of said Lot; thence on an assumed bearing of North 00 degrees 59 minutes 09 seconds East, along the East line of said Lot 1, a distance of 129.00 feet to the point of beginning of said line; thence North 68 degrees 34 minutes 54 seconds West 405.40 feet; thence North 45 degrees 43 minutes 18 seconds West 786.63 feet; thence South 69 degrees 17 minutes 27 seconds West; 63.62 feet to the intersection with the West line of said Lot 1 and said line there terminating Hennepin County, Minnesota; and WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by Orbital ATK for a site plan amendment for parking lot changes and related site improvements, subject to the following conditions: 1. A site plan amendment is approved to expand parking in two different locations of the site to add a total of 54 parking spaces, in accordance with the plans received by the City on July 24, 2017, and additional information on August 7, 2017, except as may be amended by this resolution. 2. No variances are granted or implied. 3. A separate grading permit is required prior to commencement of the project. 4. Prior to issuance of the grading permit, the applicant shall: a. Complete a site improvement performance agreement and provide the related financial guarantees and fees, pursuant to Section 21045.10 of the zoning ordinance. b. Obtain city approval of final construction plans. c. Obtain any necessary watershed permits. d. Submit a landscape plan meeting city requirements showing the replacement of 15 of the 17 trees that will be removed. e. Revise the plans to meet the minimum drive aisle width in all locations pursuant to the zoning ordinance. Resolution 2017-288 File 2017069 Page 2 f. Revise the plans for the southwest part of the site to include the abutting drive aisle and parking stalls north of the new parking stalls. g. Revise the plans to add an additional accessible space for the surface parking area in order to meet the accessibility code requirements. h. Provide a maintenance agreement for the sump manhole drains. 5. Silt fence shall be installed prior to any construction on the site. 6. The fire lane shall be kept open and clear during the construction operation. 7. Fire lane signs are required in locations, as approved by the Fire Inspector. 8. Existing hydrant’s visibility and accessibility shall not be obstructed. 9. Standard Conditions: a. Any new exterior lighting shall require submittal and approval of a luminaire plan and fixture details for all luminaires; including the correlated color temperature (CCT), color rendering index (CRI) and backlight, uplight, glare (BUG) information consistent with section 21105.06 of the zoning ordinance. b. Any retaining wall over four feet in height shall require a separate building permit review and contain a minimum three foot high protection fence. c. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. d. The site plan amendment shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
