R ESOLUTION N O. 2017-280
R ESOLUTION A PPROVING F INDINGS OF F ACT FOR THE R EZONING OF L AND
LOCATED AT 5225, 5305, AND 5325 D UNKIRK L ANE (2017 053)
WHEREAS, Estate Development Corporation has requested reclassification of the zoning from
FRD (future restricted development) to RSF-3 (single family detached 3) for roughly 15 acres located at
5225, 5305, and 5325 Dunkirk Lane; and
WHEREAS, the affected property is presently legally described as follows:
The North Half of the Northeast Quarter of the Northeast Quarter of the Northwest Quarter of
Section 8, Township 118, Range 22, Hennepin County Minnesota.
AND
The South Half of the Northeast Quarter of the Northeast Quarter of the Northwest Quarter of
Section 8, Township 118, Range 22, Hennepin County Minnesota.
AND
The North Half of the Southeast Quarter of the Northeast Quarter of the Northwest Quarter of
Section 8, Township 118, Range 22, Hennepin County Minnesota.
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval; and
WHEREAS, the City Council has adopted an ordinance rezoning the affected land from FRD to
RSF-3.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and does approve the request for reclassification of the zoning from FRD to
RSF-3 for roughly 15 acres (as legally described above), based on the following findings:
1. The requested RSF-3 zoning is consistent with LA-R2 guiding.
2. The proposed density is consistent with LA-R2 guiding.
3. The proposed single-family development and lot arrangement would comply with the RSF-3
zoning standards.
4. The adjacent properties to the north, south, and east have been rezoned to RSF-3, therefore,
rezoning this site to RSF-3 would be compatible with the existing zoning to the north, south,
and east.
5. Adequate infrastructure would be available to support the proposed development.
