Special Council Meeting
July 25, 2017
Deputy Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30
p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on July 25, 2017.
COUNCIL PRESENT: Deputy Mayor Wosje, Willis, Carroll, Johnson, Davis, and Prom (arrived
at 5:50 p.m.).
ABSENT: Mayor Slavik.
STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Deputy
Park and Recreation Director Northway, Community Development Director Juetten, Design
Supervisor Payne, Economic Development Manager Parr, and City Clerk Engdahl.
Convention and Visitors Bureau/Lodaine Tax
Staff discussed and highlighted materials contained in the staff report regarding establishing a
convention and visitors bureau (CVB) that would be funded by a lodging tax. Council action
would be required imposing the lodging tax and establishing a CVB. The Council would
approve all elements of the CVB (the mission, bylaws, board of directors, annual budget, and
staff). The Council provided the following comments and suggestions to staff:
• Hire a consultant to prepare a needs study prior to establishing a CVB. For example, see
what the City has and what it can improve upon, what is the community buy -in, and what
areas can the CVB market.
• Determine if language needs to be added to the City Charter if a CVB is established.
• Discuss with new CVBs their experiences and lessons the City can learn from.
Set Future Study Sessions
The Council scheduled a study session on October 10 at 5:30 p.m. to discuss small cell wireless
ordinance.
