HomeMy WebLinkAboutCity Council Minutes 06-27-2017 SpecialAdopted Minutes Special Council Meeting June 27, 2017 Mayor Slavik called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on June 27, 2017. COUNCIL PRESENT: Mayor Slavik, Councilmembers Wosje, Willis, Carroll, Johnson, Davis, and Prom (arrived at 5:50 p.m.). ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Fischer, Information Technology Manager Leiseth, Deputy Police Chief Plekkenpol, Police Captain Reed, Public Safety Director Goldstein, Interim Public Works Director Renneberg, Park and Recreation Director Evans, Community Development Director Juetten, Fire Chief Coppa, and City Clerk Engdahl. Body Worn Cameras Public Safety Director Goldstein, Deputy Police Chief Plekkenpol, Police Captain Reed, and Information Technology Manager Leiseth provided a presentation on body worn cameras and discussed the following items with Council: • The City hasn't had a strong reaction from its citizens requesting or specifically demanding the institution of body worn cameras. • Cameras would capture police officer's perspective as it's mounted on their body. The captured video is not a full representation of the full vision of the officer. In addition, the cameras capture imagery of things that would could be sensitive. • According to law, discretion is quite wide when cameras are activated. • The captured data provides a documented record and a partial picture. • Significant cost to initially purchase the system at a budget range of $285,000 to $320,000 dependent on several factors (costs for hardware, software, case review time, data request time, and video storage). The CIP has allocated $100,000 towards the purchase. • Staff studied technology from policy and best practices perspective and has prepared a draft body worn camera policy off the League of Minnesota Cities suggested policy should the Council decide to adopt this technology. • The City's IT structure would have the capacity to host the data versus storing on the Cloud. The majority of the Council stated they would prefer to wait and see what happens with technology, cost, and to seek additional data before implementing this technology. Therefore, Adopted Minutes 1 of 2 Special Meeting of June 27, 2017 there is no rush to move in this direction but would refer to the Public Safety Director's discretion when to implement and to allocate additional funding. Set Future Study Sessions There were no study sessions scheduled.
