HomeMy WebLinkAboutCity Council Minutes 12-20-1993 Special 2MINUTES PLYMOUTH FORUM DECEMBER 20, 1993 The special meeting forum of the Plymouth City Council was called to order by Deputy Mayor Edson at 6:40 p.m. in the Council Chambers of the City Center, 3400 Plymouth Blvd., on December 20, 1993. PRESENT: Deputy Mayor Edson, Councilmembers Helliwell and Tierney, Mayor Bergman arrived at 6:45 p.m. ABSENT: Councihnember Vasiliou STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Public Works Director Moore, Finance Director Hahn, Public Safety Director Gerdes, Park Director Blank, and City Clerk Rauenhorst 1994 Street Reconstruction Program John Sebold, 17500 25th Avenue North, stated area residents met to discuss the City's 1994 Street Reconstruction Program. He stated that residents are concerned that curb and gutter improvements will make 25th Avenue look more like a through street and will affect safety through increased traffic. He asked if there are plans to widen 25th Avenue in the Capital Improvement Program. He stated area residents visited the site in Brooklyn Center with speed humps, and it is questionable if that street is similar to 25th Avenue. The Brooklyn Center street is curved and has a 25 mph speed limit. Councilmember Edson suggested that the residents meet with Public Works Director Moore to discuss these issues so they can be considered in the 25th Avenue study. Brian Stevens, 17640 25th Avenue North, stated that one concern of the petition previously submitted by 25th Avenue residents was the formula used for the proposed assessments. He stated that state law requires the City must be able to show that the assessment amounts will increase property values on a dollar for dollar basis. Manager Johnson stated staff will discuss this issue with area residents.
