SPECIAL COUNCIL MEETING
DECEMBER 13, 1993
The special meeting of the Plymouth City Council was called to order by Mayor Bergman
at 7:00 p.m. in the Council Chambers of the City Center, 3400 Plymouth Blvd., on
December 13, 1993.
PRESENT: Mayor Bergman, Councilmembers Edson, Helliwell, Tierney, and
Vasiliou
ABSENT: None
STAFF PRESENT: City Manager Johnson, Finance Director Hahn, Public Works
Director Moore, Park Director Blank, Public Safety Director
Gerdes, Finance Office Supervisor Leitner, and City Clerk
Rauenhorst
City Manager Johnson stated that the Truth in Taxation hearing to consider the proposed
1994 budgets was held on December 1, 1993. He stated that comments received at the
Truth in Taxation hearing will be considered throughout 1994 in efforts to find ways to
save money.
Mayor Bergman opened the public hearing on adoption of the 1994 budgets and property
tax levies at 7:03 p.m. No one appeared, and the hearing was closed.
MOTION was made by Councilmember Vasiliou, seconded by Councilmember Edson, to
adopt RESOLUTION 93-783 PROPERTY TAX LEVIES FOR TAXES PAYABLE
IN 1994; AND RESOLUTION 93-784 ADOPTING 1994 BUDGETS.
Councilmember Vasiliou addressed a number of issues in the proposed 1994 budget. She
stated that she believes the human service organizations should be funded by all cities
receiving services from that organization. She stated that if some cities are not
contributing to agencies, the City of Plymouth should not be increasing its level of
contribution to offset that amount. Her second concern is the City's membership in
lobbying groups. She feels that the budget was carefully scrutinized, and a thorough
review was done, which was an improvement to past years. She thanked staff and
Councihnembers for their participation in the budget process.
Councilmember Helliwell stated she will support the budget, and concurred that the
Council and staff worked hard on the budget process. She stated that she continues to
have doubts about the in-house engineering proposal and the three new positions. She

believes the past budget processes have been good, but believes there are areas where the
budget can be reduced. She stated there is nothing to prevent the City Council in 1994
from making further decreases.
Motion carried on a roll call vote, five ayes.
The meeting was adjourned at 7:12 p.m.
