OCTOBER 18, 1993
A special meeting forum of the Plymouth City Council was called to order by Mayor
Bergman at 6:35 p.m. in the Council Chambers of the City Center, 3400 Plymouth
Blvd., on October 18, 1993.
PRESENT: Mayor Bergman, Councilmembers Edson, Helliwell, and Tierney
ABSENT: Vasiliou
STAFF PRESENT: City Manager Johnson, Assistant Manager Boyles, Public Works
Director Moore, Public Safety Director Gerdes, and City Clerk Rauenhorst
GoNview Estates - Bernie Barr
Bernie Barr, Lowry Hills Development, appeared before the Council to discuss the cost
for the sewer extended to serve Golfview Estates. He stated that staff estimated it
would cost $39,000 for the extra sewer depth. He previously agreed to pay this
amount, but feels he was forced to do so in order to have sewer extended to his
property.
Public Works Director Moore stated that Lowry Hills Development requested that the
City extend sanitary sewer to serve Golfview Estates two years ahead of the proposed
Capital Improvement Plan schedule. Lowry Hills agreed to pay the cost for the excess
sewer depth to serve the possible future needs of the adjacent golf course property in
order to have sewer extended to their property on this earlier schedule. He stated the
estimated cost for the sanitary sewer was $39,000, and the awarded bid on the project
was within $1,000 of the engineer's estimate in the Preliminary Engineering Report.
Due to unstable soil conditions encountered during construction, the cost for the project
nearly doubled; however, Lowry Hills Development was only required to pay $39,000.
Mr. Barr stated that he still believes the cost is excessive and suggested that the Council
obtain a quote on the cost to install sanitary sewer at a normal depth and at the deeper
depth. He would be willing to pay the difference.
Director Moore stated that only the bid for the extra sewer depth was requested and the
cost difference is unknown since plans were only prepared for the extra depth option.
Mr. Barr stated the City should bid projects on a total bid amount and not on unit
prices.
The meeting was adjourned at 6:58 p.m.
