FORUM
AUGUST 16, 1993
A special meeting forum of the Plymouth City Council was called to order by Mayor
Bergman at 6:30 p.m. in the Council Chambers of the City Center, 3400 Plymouth
Blvd., on August 16, 1993.
PRESENT: Mayor Bergman, Councilmembers Edson, Helliwell, and
Vasiliou
ABSENT: Councilmember Tierney
STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Acting
Community Development Director Ryan, Public Works Director
Moore, and City Clerk Rauenhorst
Request for Change in Massage Ordinance
Mary Merrill, Merrill Hair Designers, I-494 and County Road 9, stated she would like
to offer therapeutic massage at her facility. She stated the current City ordinance
exempts massage from licensing if it is conducted by someone employed by a sports
and fitness club or under the supervision of a doctor. She suggested that the
exemption be expanded to include beauty salons.
Mayor Bergman asked if other cities allow massage to be conducted in beauty salons.
Ms. Merrill stated the cities of New Hope, Wayzata, and Eden Prairie allow it.
The Council directed staff to place this issue on a Council agenda for consideration,
after staff has researched the request, and to notify Ms. Merrill of the date.
The meeting was adjourned at 6:40 p.m.
