HomeMy WebLinkAboutCity Council Minutes 07-19-1993 Special 2MINUTES FORUM JULY 199 1993 A special meeting forum of the Plymouth City Council was called to order by Mayor Bergman at 6:30 p.m. in the Council Chambers of the City Center, 3400 Plymouth Blvd., on July 19, 1993. PRESENT: Mayor Bergman, Councilmembers Edson, Helliwell, Tierney, and Vasiliou ABSENT: None STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Acting Community Development Director Ryan, Public Works Director Moore, and City Clerk Rauenhorst Hollydale Golf Course - Schmidt Lake Road Project Bob Book, 4815 Holly Lane, expressed concerns about the possible Schmidt Lake Road alignment and its affect on Hollydale Golf Course. He stated there are 225 members in the Hollydale Men's Club and 40,000 to 60,000 golf rounds are played each year. This golf course is very important to many people as the fees are accessible. There is no room for expansion for the golf course, and the many species of birds in the area should be protected. He questioned whether it would be progress to construct a road if the result was destroying the golf course. Mark Schroeder, 13405 32nd Avenue North, stated he was surprised when he received the Comprehensive Plan mailing from the City showing a possible road alignment through the Hollydale Golf Course property. He stated an alternate alignment should be considered, and no plans should be considered that would interfere with Hollydale Golf Course. Bill Deziel, 4540 Holly Lane, one of the owners of the golf course, also expressed concerns about the affects of the proposed Schmidt Lake Road alignment on the course. He stated that the City mailed over 22,000 maps showing this road alignment as the only option. He stated the golf course has plans for tree planting and building tees, and he asked Councilmembers to comment on the proposed project. Mayor Bergman stated he had met with the Deziel's, owners of the golf course property. He explained that the Council has taken no action on selecting an alignment for Schmidt Lake Road. The alignment study is underway. Mayor Bergman stated the Comprehensive Plan is only a "plan," however, a route similar to that shown may be considered for the Schmidt Lake Road alignment in order to preserve wetlands in the area. He stated it is necessary for the process that the Council consider all viable alternatives. Minutes - Forum July 19, 1993 Page 2 Director Moore stated that within several weeks the preliminary alignments will be available. Councilmember Vasiliou stated it is regrettable that the map went out to so many people indicating the proposed alignment. She stated she has no intentions of supporting an alignment that affects any portion of the golf course property. She stated the Council must consider all alignments and has an obligation to consider all impacts of the project. Councilmember Helliwell stated she understands the value of the golf course property to the community and will not support any portion of the Hollydale Golf Course property being taken. Councilmember Edson agreed that the golf course is an important asset to the community. He noted that the Council has not seen any of the alternatives for the alignment. Councilmember Tierney stated that the road alignment can be moved from that shown in the Comprehensive Plan. She stated that somehow the City must move traffic, but she hopes there are alternatives to this alignment which would not affect the golf course property. She supports carefully looking at all alignments of the roadway. Drainage Concerns - 4545 Trenton Circle John Frederickson, 4545 Trenton Circle, expressed concerns about drainage on his lot. He stated his home was constructed lower than the other homes in the neighborhood, and his sump pump runs about every 45 minutes. He stated that recently his pump went out and his basement was flooded. Mr. Frederickson has spoken with City staff members who suggested that he consider applying for a winter permit to allow discharge of storm water into the sanitary sewer and also that he consider burying the pipe. This suggestion was made due to concerns about ice buildup in the roadway. Mr. Frederickson stated he feels these solutions would be only cosmetic. It is his opinion that the developer and/or builder should be required to install drainage improvements. Mayor Bergman requested that staff research the issue and provide the Council with a report. He asked how long Mr. Frederickson has lived in the home. Mr. Frederickson stated he built the home about five years ago. Minutes - Forum July 19, 1993 Page 3 St. Philia the Deacon Church Construction Ed Brunken, 17200 - 14th Avenue North, noted problems with the St. Philip the Deacon Church expansion project and effects on the abutting properties. He stated that residential property owners in the area are being deprived of the use of their home because of noise from the air conditioning equipment. He stated that an agreement was reached last year with respect to the air conditioning equipment, however, the situation has not improved. Mayor Bergman suggested that the Council could revisit the Conditional Use Permit to determine if the noise standards are being violated. He suggested that a meeting be held with the City, church representatives, and abutting property owners, to address these concerns. The meeting was adjourned at 7:04 p.m. r CGC C2 z GZ»G City Clerk
