A special meeting forum of the Plymouth City Council was called to order by Mayor
Bergman at 6:34 p.m. in the Council Chambers of the City Center, 3400 Plymouth
Blvd., on June 21, 1993.
PRESENT: Mayor Bergman, Councilmembers Edson, Helliwell, and
Vasiliou. Councilmember Tierney arrived at 6:47 p.m.
ABSENT: None
STAFF PRESENT: City Manager Johnson, Assistant City Manager Lueckert, Acting
Community Development Director Ryan, Public Works Director
Moore, and City Clerk Rauenhorst
Request for Reduced Speed on County Road 101
Ken Campbell, 16820 9th Avenue North, requested that the City recommend to
Hennepin County that the posted speed limit be reduced to 35 mph on County
Road 101 between the south Plymouth city limits and County Road 6. He stated this
segment of roadway is very dangerous because there are no shoulders, bike lanes, or
guardrails, and utility poles are very near the curb. There is also a school zone
without a reduced speed designation or cross walks. Walls and fences abutting the
sidewalks make it dangerous for pedestrians and bikers. Should a vehicle leave the
roadway, a pedestrian or biker would have nowhere to go. Mr. Campbell stated that
vehicles must frequently stop in the right-of-way and there are 41 intersections where
cars could stop to make a right or left turn on this segment of Highway 101. He
stated traffic will increase in the area with additional development and encouraged the
City to request the reduced speed limit at this time. He cited examples of other county
roads with similar or reduced speed limits; however, he noted that there are left turn
lanes and more protected sidewalks in those areas.
Mayor Bergman suggested that this issue be placed on an upcoming Council agenda.
H.I. Enterprises Development Proposal - T.I.F.
Bev Kottas, 3380 Sycamore Lane, represented H.I. Enterprises. Ms. Kottas stated
H.I. Enterprises has an application under consideration before the Planning
Commission for a Goodyear Service Center on Fernbrook Lane. She noted that this
area is a tax increment financing district, and the site proposed for the Goodyear
facility needs extensive soil correction. She asked if the Council would consider
T.I.F. assistance for this site.

Mayor Bergman stated that the City is currently accepting T.I.F. applications and
directed Ms. Kottas to the City Manager for an application.
Councihnember Tierney arrived at 6:47 p.m.
Ms. Kottas stated a second issue with respect to this application regards signage on the
site. The Goodyear store and the adjacent Holiday store will have a business
relationship and their credit cards will be interchangeable. They would like to install a
common sign on the site for both stores. Ms. Kottas stated they currently have
adequate square footage for the sign, however, the City sign ordinance regulations do
not allow a business not on the site to be included on the sign. Both businesses are on
separate properties.
Mayor Bergman directed Ms. Kottas to work with staff to see if a way could be found
in order that this type of sign could be accomplished.
