STUDY SESSION
APRIL 26, 1993
A special meeting study session of the Plymouth City Council was called to order by
Mayor Bergman at 5:30 p.m. in the Council Conference Room of the City Center, 3400
Plymouth Blvd., on April 26, 1993.
PRESENT: Mayor Bergman, Councilmembers Edson, Helliwell, Tierney, Vasiliou
ABSENT: None
STAFF PRESENT: City Manager Johnson
City Manager Johnson stated the purpose of the study session is to discuss employee
compensation policies. Discussion followed the City Manager's memorandum of April 22,
1993 and included vacation policies, insurance coverages, salary administration, disability
policies, and mileage/vehicle policies.
Council members and the Manager agreed that new policies might be useful or necessary
in some or all of these areas. The City Manager indicated that it would take time to create
new policies that are fair and reasonable for both the employees and the taxpayers. Each
change in policy should be considered in the context of overall compensation. The
Manager also stressed that issues of performance, market conditions, and pay equity must
also be considered and that any new policies must have some flexibility in them.. Council
members acknowledged that the process may take some time, but that it should be an
important priority to revise the policies.
The meeting was adjourned at 6:55 p.m
