The 2017 Drop -Off Day was held on April 291h from 7:30am to 12:30pm. There was no charge to drop off paper, bicycles, batteries, bulbs, or textiles. A fee of $20 per vehicle load was charged to drop off electronics, mattresses, metal, municipal solid waste (MSW), construction and demolition (C&D) debris, and tires, which was an increase from $15/vehicle in 2016. Over 900 vehicles attended the event, which is a 38% increase from 2016 and most material collection categories also saw increases each year since 2015. After hearing feedback from those that attending, the 2017 event had wait times of 1.5-2 hours and peaked with approximately 250 vehicles in line at one time. To improve traffic flow and reduce wait times, staff is considering options in 2018 including changing the event layout, hosting more than one event annually, increasing the duration of the event and costs, finding an alternate location, and hosting a drop off for free items at a separate location. Page 11 To: CIM City of rp) Plymouth From: Derek Asche, Water Resources Manager Adding Quality to Life Date: July 3, 2017 Memorandum Municipal Separate Storm Sewer System (MS4) Item: Annual Report for 2016 The Minnesota Pollution Control Agency (MPCA) requires the City of Plymouth be permitted to discharge stormwater to lakes, rivers, streams, and wetlands through the Municipal Separate Storm Sewer System (MS4) Permit. The primary goal of the MS4 permit is to improve water quality by reducing the discharge of pollutants from an MS4. There are six main components of the MS4 Permit: • Public Education and Outreach • Public Participation • Illicit Discharge Detection and Elimination • Construction -site Runoff Controls • Post Construction Runoff Controls • Pollution Prevention and Municipal "Good Housekeeping" measures The MS4 Permit also includes additional requirements for impaired water bodies and water bodies with approved Total Maximum Daily Loads (TMDL). A rebate program was developed by the City of Plymouth, with financial help from the Metropolitan Council, to focus on improving the water efficiency at residential and commercial properties throughout the city. Rebates were offered to residential and commercial customers of the water utility, to replace old, inefficient toilets, urinals, washing machines and irrigation controllers with new, WaterSense® or EnergyStar rated products. Rebates reimbursed property owners for 75 percent of the cost of the device — up to a maximum of $50 for WaterSense® toilets, $100 for EnergyStar washing machines and $200 for WaterSense® irrigation controllers. The rebate program originally was funded $25,000 of which $18,750 was a grant from the Met Council with $6,250 in City matching funds. Rebates were awarded on a on a first come, first served basis. Payment was made upon successful completion of work and submittal of the rebate request form and original receipts. The program was originally scheduled to run from March 1St, 2016 to June 30, 2017, however, initial funds were exhausted in October 2016 due to large demand. Additional funding of $6,500 was awarded to the city in May 2017 from the Met Council and was combined with $2,170 of City funds. The additional funding has been exhausted and the rebate program closed on June 23rd 2017. City staff estimated before the rebate program began that if 100 of each product was installed, the city and its residents, would save an estimated 3,000,000 gallons of water annually. The results of the rebate program as of July 3, 2017 are shown in Table 1 below. This dramatic jump in water consumption is attributed to outdoor watering by residential and commercial property owners. Staff found that all residential and commercial property owners who received a rebate through this program were overwatering their lawns significantly. The rebate program provided property owners the incentive to replace old irrigation controllers with WaterSense® Certified irrigation controllers, which will result in a dramatic decrease their water usage going forward. It is important to note that irrigation controller replacement accounted for 21% of the devices receiving rebates, but accounted for 75% of the estimated annual water savings. Water savings through upgraded WaterSense® Certified irrigation controllers, sprinkler heads, moisture sensors and pressure regulators provide a significant benefit to both residential and commercial properties as shown in Table 2. Four landfills serving the metro area, owned by Waste Management and Republic Services, filed suit in May against the Minnesota Pollution Control Agency (MPCA) alleging that it is misinterpreting a decades -old Minnesota law that prioritizes burning the metro area's garbage to generate energy. The agency fined the landfills $20,000 each this spring for accepting garbage that could have been burned at a local incinerator. One plant in particular, owned by Great River Energy in Elk River, regularly receives far less trash than it can handle. About 20 percent of the seven -county metro area's garbage was dumped in landfills in 2016, while 25 percent was burned to make energy. The remaining 55 percent was recycled or composted. Waste -to -energy facilities generally pull recyclable materials from the trash and grind it up before sending it into a giant fire, sometimes at a different location. Hennepin County's downtown Minneapolis facility burns the waste whole and removes metals afterward. The resulting ash, which is sent to landfills, is about a tenth the volume of the original garbage. Yet controlling the flow of garbage is no simple task, because haulers typically choose where to take their loads. A 2012 MPCA report said haulers decide where to travel based on facility prices — the fee to drop off a ton of trash — as well as distance and company preference. The MPCA announced its intent to begin enforcing (httr)s://mmw.psa.state.mn.us/sites/default/files/Irw-sw-4syl2.t)df) the 1980s law several years ago after the Legislature asked for a report on how to achieve compliance. Waste Management challenged the enforcement in 2013, arguing the agency hadn't followed the correct procedures, but lost its case at the Minnesota Court of Appeals. The landfills have now asked the courts to toss the MPCA's penalties. They argue the law is being misinterpreted to primarily hold landfills accountable, and that compliance is impossible without overhauling communication between landfills, haulers, incinerators and other trash -related companies. Trash in the metro area is certified annually by counties as "unprocessible" based on the ability to sort and burn it. Waste Management said that means their workers don't learn whether a load of trash could have been burned until long after they accepted it. "[Waste Management] is being penalized for a prior year's activity as measured against the operating capacity of a [garbage burner] over which it has no control," the suit said. MPCA planning director Sig Scheurle declined to comment on the cases due to the pending litigation. In a response filed in a Waste Management suit, the agency said it regularly provided the company with updates on their "likely compliance status." An attorney for Texas-based Waste Management also declined to comment. Kevin Bremer, area president at Arizona -based Republic Services, said in a statement that the company believes it is in compliance with the law. "We've been working cooperatively for a number of years with MPCA on this issue, but we currently have a difference of opinion regarding compliance with the ... statute," Bremer said. Ramsey and Washington counties once used subsidies to lure business to a private processing plant in Newport, but recently bought it with the intent of requiring trash to be taken there. Republic's lawsuit, filed through its subsidiary BFI Waste Systems of North America, says the MPCA is trying to unfairly benefit Great River Energy. It notes that the Elk River facility's fee perton is higher than the market rate. "the MPCA's enforcement action is being taken only to allow a private entity to command, at the expense of its private competitors, a larger share of the market than it has been able to obtain in the competitive marketplace," the suit said - Great River Energy once benefited from Anoka and Hennepin County subsidies to help lower tipping fees, but no more. The company's director of resource recovery, Tim Steinbeck, said the waste -to -energy facility is among the pricier renewable powersources the company's member owners purchase. He has previously said they are losing millions a year on the Elk River operation. `Thus we need that $75tipping tee,"Steinbeck said. Burning garbage itself is controversial because of the air pollution emitted by the facilities. Hennepin County's downtown facility is among the largest point -Source emitters of nitrous oxide, lead, particulates and carbon dioxide in the county, according to MPCA data. Emissions were far below the agency's limits, however. The petitions to review the MPCA's penalties were pled in May by landfills in Inver Grove Heights, Burnsvilte, Ell. River and Glencoe. Three filed by Waste Management have been consolidated, with a hearing expected later this month. I-94 buckles, highlights MnDOT's tough choices on how to fix roads. By Tim Harlow Star Tribune JULY 5, 2017 9:44AM The old concrete bubbled up under a new layer of asphalt last month during repair work on Interstate 94 in Minneapolis. The joints had been fixed and fresh asphalt laid over 40 -year-old concrete on Interstate 94 between downtown Minneapolis and Brooklyn Center. But before traffic even started to roll over the new multimillion -dollar freeway, the pavement buckled in five places from the 90 -degree June heat, leading to higher costs and more delays. Page 41 The incident highlights a wrenching debate that is playing out among state officials trying to stretch limited transportation money to fix or replace as much roadway as possible. In Minnesota and in many other states, transportation funding has lagged as road conditions have deteriorated. "We are undercapitalized," said Minnesota Department of Transportation Commissioner Charlie Zelle. He has said the state is in "patching mode" because of the funding shortfall. In fact, Minnesota is facing a $2.8 billion transportation shortfall over the next four years, according to TRIP, a national transportation research group. The Legislature this year authorized $600 million in new funding for roads and bridges. The national report said 44 percent of major metro -area roads are in poor or mediocre condition due to lack of funding. Roads in poor condition are projected to increase from 535 miles to 963 miles by 2020. The report also said MnDOT needs $1.8 billion to $2.5 billion to move forward with projects to reduce congestion and improve traffic safety. In many cases, the debate comes down to this: an asphalt patch or a concrete overhaul. Zelle said he'd like to redo I-94 and other heavily traveled roads with concrete. But the decision to patch joints and cover concrete with asphalt is a matter of time and resources. The asphalt overlay on I-94 will last as long as a full concrete rehab, he said. "If you close 94 [and do it] with concrete the whole way, that would be a two-year project," Zelle said. "We are keeping traffic open, and even though it is pretty disruptive, it is going to be done in a year. If faced with completing this in a year, getting the same life duration and we can do it with less traffic disruption, that is a pretty easy choice." Asphalt as `Band-Aid' Matt Zeller, executive director of the Concrete Paving Association of Minnesota and a former MnDOT employee, has a problem with the state's "Band-Aid" approach to fixing its highways. Instead of ripping out old concrete and laying new — a costly proposition, Zeller acknowledges, but one that would last another 30 to 40 years the state routinely has covered up its aging concrete with asphalt, which is cheaper but likely to last only 12 to 15 years. Page 42 "The problem is they are not addressing the root cause of the concrete deteriorating," Zeller said. "The concrete below is starting to break down and it has very little support. When the blacktop is put over the top, there is nothing to hold the asphalt up. It is a very expensive Band-Aid fix." Asphalt is a feasible and economical solution, even if it means going back and doing the work sooner than if new concrete were put down, said Adeel Lari, a research fellow at the University of Minnesota's Humphrey School of Public Affairs and a former senior manager at MnDOT. "You can build with concrete to last a very long time, but it is very expensive," Lari said. "You have only so much money. It's like our personal budget. You can buy a new car, or fix the one you have and have it last another three years. Those are the kinds of decisions MnDOT is making." To rebuild I-94, the agency would need $1 billion, or the cost of a Vikings stadium, MnDOT's Zelle said. He acknowledges that by opting for the patching and reconstruction in bits and spurts, motorists likely will experience construction some place on the metro area's I-94 corridor annually for the next 15 years. MnDOT resurfaces I-94 between the downtowns of St. Paul and Minneapolis about every seven years. The Paving Association's Zeller points to other projects where MnDOT has taken the asphalt Band-Aid approach, only to be back redoing the work sooner than planned. In the 1990s, MnDOT applied asphalt over concrete on I-394 after neighbors complained about the whine created by the concrete pavement. The asphalt began to break apart a decade later, exposing chunks of concrete. MnDOT applied another thin layer of asphalt in the 2000s. Two years ago, when I-394 was rife with potholes and divots, the agency stripped off the asphalt, dug out deteriorating joints, replaced them and shored up the concrete around them. The agency then smoothed out the surface using a process called diamond grinding. MnDOT's Zelle called it "the best road in the state" and a freeway that won't need major attention for another 25 years. Aside from building a new freeway from scratch, a better solution, the Paving Association's Zeller said, would have been for MnDOT to do a concrete overlay, meaning placing new concrete over the existing concrete. That would provide structural integrity for years to come, he said. `This is not a perfect fix' Page 43 With the I-94 issues last month, MnDOT sent the contractor back to make fixes to the road it had just repaired. MnDOT pavement engineer Tim Clyne said concrete bubbled up June 3 and June 4 in at least five locations between 26th Avenue N. and West Broadway — two on the westbound side and three on the eastbound side. Contractor PCi Roads had to grind out the distressed concrete below the surface that caused the problems and then patch the 9 -inch holes with asphalt, not concrete. "That should hold up to the traffic load," Clyne said. "This is old concrete, and every summer it gets hot and joints lockup and pop." Road buckles occur most often at joints in concrete that are old and weak. Project manager Tim Nelson said that the asphalt made the pavement hotter and contributed to the blowups, but that once traffic returned, it helped to keep it cooler, lessening the chances of more buckles on the newly paved lanes. As work proceeds on I-94, will the freeway continue to buckle? "It's possible we will see more bumps in the road," Clyne said, at least until the final 2 -inch layer of asphalt is applied later this summer. But he added: "The risk of this continuing should be significantly less. This is not a perfect fix. It won't last another 100 years.
