R ESOLUTION A UTHORIZING S PONSORING A GENCY A GREEMENT BETWEEN M INNESOTA
T ASK F ORCE O NE U RBAN S EARCH AND R ESCUE T EAM AND THE C ITY OF P LYMOUTH
WHEREAS, Minnesota Task Force One Urban Search and Rescue team (MN-TF1) is made up of
five primary jurisdictions but also has members from other cities on each of these teams; and
WHEREAS, the Plymouth Fire Department has at least one member who is affiliated with the
Minneapolis component of MN-TF1; and
WHEREAS, the intent of this agreement is to allow the Plymouth Fire Department the
opportunity to take advantage of advanced training and experience by participating as a
Sponsoring Agency in MN-TF1. This agreement allows the City to access funding provided to
MN-TF1 by the State through Minnesota Department of Public Safety, Division of Homeland
Security and Emergency Management grant programs and the Minnesota Fire Safety Account.
This agreement also grants access to liability protections provided through participation on MN-
TF1 by the State of Minnesota when activated as a Specialized Emergency Response Team under
Minnesota Statute 12.351 during an emergency; and
WHEREAS, authorization would allow for the reimbursement of personnel and
equipment cost associated with training and activation of Plymouth Fire Department personnel
that are members of MN-TF1.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the City of Plymouth participate as a sponsoring agency in the Joint Powers
Agreement for Minnesota Task Force One Urban Search and Rescue Team.
