The first regenerative air sweep was completed in April 2017, the second regenerative air sweep began the first week in June, 2017 and the third and final regenerative air sweep will begin in late August, 2017. Each regenerative air sweeping typically takes three weeks to complete. The optional mechanical broom street sweeping was proposed by the Council during budget deliberations for storm damage clean up. Due to recent storms, City staff has opted to utilize the optional street sweeping on 69.5 miles in the area west of Interstate 494 and south of State Highway 55 as shown on the attached map. This area was swept the first week of June with the regenerative air street sweepers just before the storms on June 4th and 7th. Staff reviewed these areas and determined the storm damage was significant enough to warrant utilizing the optional mechanical broom street sweeping. Storm debris in the remainder of the City will continue to be removed with the 2nd regularly scheduled regenerative air sweep. Regenerative air and mechanical broom street sweeping efficiently removes sediment, phosphorus and chlorides from streets before the rain washes the materials into the City’s storm sewer system. Street sweeping samples have been tested since 2007 and the results indicate approximately 1,100 pounds of phosphorus are collected over 315 miles of City streets each year. BUDGET IMPACT: The 2017 approved Water Resources Budget includes $260,000.00 for street sweeping services and is funded from the Water Resources Fund. Based on the low bid, the total project cost for three regenerative air complete city street sweepings is $115,000.00 and up to $145,000 for optional mechanical broom sweeping after severe storms. The estimated cost for the optional mechanical street sweeping in this area is $7,853.50.
